Council on January 6, 2016, by vote as listed below:
Bill 120: Amends Ordinance No. 15-58, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2015, to June 30, 2016. Adds the Public Works
Lower Puna Lava Response Projects — Federal Emergency Management Agency (FEMA)
project for $10 million to the Capital Budget. Funds for this project shall be provided from
Federal Grants Receivable ($10 million). Funds would be used towards reimbursable
expenditures incurred for the FEMA portion of the June 27, 2014, Lava Flow on the northeast
flank of Pu`u O`o. AYES: Council Members Chung, David, Eoff, Ilagan, Onishi, Paleka,
Poindexter, and Chair Kanuha — 8; NOES: None; ABSENT: Council Member Wille — 1;
EXCUSED: None.
Bill 121: Amends Ordinance No. 15-58, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2015, to June 30, 2016. Reappropriates lapsed
fuel tax funds from previous years to the Capital Budget. Funds shall be provided from the
Fuel Tax Increase 12-14 account ($2,070,063.90). AYES: Council Members Chung, David,
Eoff, Ilagan, Onishi, Paleka, Poindexter, Wille, and Chair Kanuha — 9; NOES: None;
ABSENT: None; EXCUSED: None.
Bill 122: Amends Ordinance No. 15-57, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2016. Appropriates revenues in the Fund Balance
from Previous Year — Reserved account ($136,056.48); and appropriates the same to the Transfer
to Capital Projects Fund — Highway account. AYES: Council Members Chung, David, Eoff,
Ilagan, Onishi, Paleka, Poindexter, Wille, and Chair Kanuha— 9; NOES: None; ABSENT:
