Adds the Public Works Lower Puna Lava Response Projects — Federal Emergency Management Agency (FEMA) project for $10 million to the Capital Budget. Funds for this project shall be provided from Federal Grants Receivable ($10 million). Funds would be used towards reimbursable expenditures incurred for the FEMA portion of the June 27, 2014, Lava Flow on the northeast flank of Pu`u O`o.
