Dear Chairman Kanuha and Members of the County Council:
Subject: BIKEWAY FUND, FUND BALANCE
Pursuant to Section 10-8 of the Hawai`i County Charter relating to supplemental appropriations,
I am taking this means to certify that there is a balance of$648,549.30 in the Bikeway Fund fund
balance as of June 30, 2015. We are proposing the appropriation of$250,000 of the fund
balance to the Bicycle Education—OCE account for use by the Department of Research and
Development for their Bike Share pilot project.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the Bikeway
Fund's Fund Balance from Previous Year revenue account by $250,000 and then appropriating it
to the Bicycle Education—OCE account, for use by the Department of Research &
Development. The remaining balance of$398,549.30 in the Bikeway Fund fund balance will be
kept in reserve for future appropriation needs.

Amend Ordinance 15-57, the Operating Budget for FY2015-2016, to increase the budget in the Bicycle
Education Program as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Research and Devleopment requests funding for a Bike Share pilot project. The goal of
the Bike Share project is to provide residents and visitors with an alternative mode of transporation for short
trips between points of interest, businesses and hotels. Having an option like Bike Share makes it safer,
easier and more affordable to navigate our neighborhoods; while providing health, economic and
environmental benefits for the broader community. This pilot project will also promote the continuous
development of appropriate infrastructure for biking, bike safety and bike ridership on Hawai'i Island.
