Re: Provide Funds to the People's Advocacy for Trails Hawai`i
The Department of Research and Development wishes to provide $250,000 to the
People's Advocacy for Trails Hawai`i (PATH), a 501(c)3 nonprofit organization. County
funds will be used to develop, implement and manage the Bike Share pilot program on
the Big Island.
Enclosed is a resolution authorizing the Department of Research and Development to
provide $250,000 to PATH, pursuant to Hawai`i County Code (2005 Edition as amended)
Chapter 2, Article 25, Section 2-139(a)(3)(A).

A. REQUEST:
The Department of Research and Development wishes to obtain authorization for a grant of$250,000 to
PATH Peoples Advocacy for Trails Hawai'i. Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii
County Code (2005 Edition as amended) states, grants in excess of$25,000 to nonprofit organizations shall
specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall
be used in an ordinance or resolution. PATH Peoples Advocacy for Trails Hawaii, a 501(c)3 organization,
would use the funds to develop and implement a Bike Share pilot project for Hawai'i Island, specifically
Kailua-Kona.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
PATH Peoples Advocacy for Trails Hawai'i (PATH) has the reputation of being the leader in biking and trail
advocacy in Hawai'i County. The organization is the only known reseller of the Bike Share program on the
island; they understand our island's infrastructure and has the best interests of our island in mind. Funds for
this project will be used towards the Bike Share equipment, setup and management of the program,
outreach and marketing plan, communication system (web, mobile, app) and data collection.
Three bike stations with 10-11 bikes per station will service Kailua-Kona. Three sites have been identified:
the Kailua Pier in the Kamakahonu Beach area, Hale Halawai and either the Kona Community Aquatics
Center/Gym or a location adjacent to one of the Alii Drive beach parks.
In addition to PATH, partners in this project are: State DLNR, HTA, Big Island Visitor's Bureau, Kaiser
Permanente, Bikeworks, Mayor's Active Living Advisory Council, Destination Kona Coast,Kailua Village
Business Improvement District, and various county departments
This pilot project is also designed to determine the demand for a full Bike Share program; identify additional
service areas, alert future potential vendors of managing/sponsorship opportunities for a Hilo Bike Share
program and develop actual ridership and revenue forecasts.
