Your Committee on Finance, to which was referred Bill No. 137, reports as follows:
Bill No. 137, transmitted by Mayor William P. Kenoi, via Communication No. 643 dated
January 14, 2016, amends Ordinance No. 15-57, as amended, the Operating Budget for the County
of Hawai`i for the fiscal year ending June 30, 2016.
This measure appropriates revenues in the Fund Balance from the Previous Year account
($250,000); and appropriates the same to the Bicycle Education Program account. Funds would be
used by the Department of Research and Development for its Bike Share pilot project.
Council Member Dennis "Fresh" Onishi shared his concern of pedestrians sharing the sidewalks
with bicyclists, noting that this is one of the problems occurring in Hilo.
Pursuant to Section 46-7, Hawaii Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments or any other public body
or bodies respecting action to be taken pursuant to any powers granted by law to furnish, expend,
and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 137, and
recommends its passage on first reading.
