Your Committee on Public Works and Parks and Recreation,to which was referred
Resolution No. 376-16, reports as follows:
Resolution No. 376-16,transmitted by Deputy Corporation Counsel Ronald Kim, via
Communication No. 639 dated January 13, 2016, authorizes the acquisition of private property by
eminent domain of Tax Map Key: 2-4-019:127 (portion), situated at Waiakea, District of South Hilo,
County and State of Hawai`i, for the Kawailani Street Improvements Project (`Iwalani Street to
Pohakulani Street).
The resolution authorizes the acquisition of a portion of the property described in Exhibit"1"and
delineated in Exhibit"2",to realign Ainaola Drive,widen Kawailani Street and some of the feeder
streets, and install traffic signals at the intersections of Kawailani and `Iwalani Streets, and Kawailani
Street and Ainaola Drive.
Deputy Corporation Counsel Ronald Kim explained that the delayed of moving construction forward
was not due to the opposition of the owners, but the inability to reach a lending company. He stated
that the owners are amenable to the project, and added that the existing mortgage on the property
does not have to be satisfied for the project to begin.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent
of Resolution No. 376-16, and recommends its adoption.
