Your Committee on Public Safety and Mass Transit,to which was referred Comm.No. 630,
reports as follows:
Communication No. 630, transmitted by Mayor William P. Kenoi, dated January 4, 2016,
requests review and favorable recommendation of the nomination of Ms. Marcella St. Ambrogio
of Council District 1 to the County of Hawai`i Fire Commission.
After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 630
into the record, preceding a motion made by Mr. Ilagan and seconded by Ms. David to approve
the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced
and provided background information on Nominee St. Ambrogio, expressed the Mayor's
support, and requested Council's favorable action of this appointment.
Ms. St. Ambrogio is an 11-year resident of Hawai`i. She is an active retiree, who volunteers as
the Neighborhood Watch Liaison for Hawai`i Island, and the Community Safety Educator for the
Prosecutor's Office. Ms. St. Ambrogio also volunteers with the Board of Health's Medical
Reserve Corp., and she is the Hawai`i Police Department-VASH Liaison. She states that she is
not affiliated with any political party. If confirmed, she will serve a term to expire on
December 31, 2020, replacing Carol Ignacio, whose term expired on December 31, 2015.
Ms. St. Ambrogio appeared in front of Your Committee and stated that she is honored and
blessed to receive such nomination, and that as a commissioner whilst visiting neighborhood
watch group, she plans to make stops at nearby firehouses to gather understanding. She
concluded her statement with a form"shouldn't waste minutes."
During discussion, Your Committee expressed confident support and gratitude for
Ms. St. Ambrogio's interest and willingness to serve on the Fire Commission. Although,
Mr. Onishi expressed that the Police Commission would be more of an appropriate placement
given Ms. St. Ambrogio's background and experience. Following Mr. Onishi's statement, Your
Committee expressed in full confidence due to their individual encounters with Ms. St. Ambrogio
in dire times of community concern, especially regarding public safety. Your Committee also
complimented Ms. St Ambrogio by stating that she will make a monumental difference and impact
anywhere. Your Committee agreed that Ms. St. Ambrogio is not required to appear at final
confirmation before the full Council.

Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent
of Communication No. 630, and recommends confirmation of the appointment of
Ms. Marcella St. Ambrogio to the County of Hawai`i Fire Commission.
