HomeMy WebLinkAboutREP PSMTC 012 2016/02/02 (2014-2016) REPORT OF THE COMMITTEE ON PUBLIC SAFETY AND MASS TRANSIT DATE: February 2, 2016 Re: Comm.No. 630 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:10 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 630, reports as follows: Communication No. 630, transmitted by Mayor William P. Kenoi, dated January 4, 2016, requests review and favorable recommendation of the nomination of Mr. Scott Susman of Council District 8 to the County of Hawai`i Fire Commission. After the close of public testimony,Deputy County Clerk, Jon Henricks, read Comm. No. 630 into the record, preceding a motion made by Ms. Eoff and seconded by Ms. David to approve the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and provided background information on Nominee Susman, expressed the Mayor's support, and requested Council's favorable action of this appointment. Mr. Susman is a 43-year resident of Hawai`i. He retired from the Hawai`i Fire Department in 2004, where he was employed for 25 years as a Paramedic, Rescue person, Engineer, and Fire Captain. Mr. Susman is the Kaloko Neighborhood Watch coordinator. He states that he is not affiliated with any political party. If confirmed, he will fill a vacant term that will expire on December 31, 2019. Prior to discussion, Mr. Susman appeared in front of Your Committee with an opening statement expressing gratitude for the nomination. He also shared that this is a civic duty he put off for many years but has come to realization he may not have as much time as he had thought. He also shared in confidence he would follow Ms. St. Ambrogio's lead given the praising comments presented during her time before Your Committee. Mr. Susman indicated that he advocated for a Fire Commission approximately 15 years ago. He concluded his statement that he will do all he can to make sure the Fire Commission is in full service. During discussion, Your Committee expressed confident support and gratitude for Mr. Susman's interest and willingness to serve on the Fire Commission. Your Committee praised Mr. Susman for his "full circle"testimony advocating for the Fire Commission and now being able to act as a commissioner. Mr. Susman was also complimented for his references provided in his application. Mr. Chung mentioned he inquired with resources familiar with Mr. Susman, and received nothing but words of affirmation. Your Committee agreed that Mr. Susman is not required to appear at final confirmation before the full Council. PSMTC Rept.
