Your Committee on Public Safety and Mass Transit, to which was referred Comm.No. 631,
reports as follows:
Communication No. 631, transmitted by Mayor William P. Kenoi, dated January 4, 2016,
requests review and favorable recommendation of the nomination of Mr. Riley Smith to the
Hawai`i County Liquor Adjudication Board.
After the close of public testimony, Deputy County Clerk, Jon Henricks read Comm. No 631 into
the record, preceding a motion made by Ms. Wille and seconded by Ms. Poindexter to approve
the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced
and provided background information on Nominee Smith, expressed the Mayor's support, and
requested Council's favorable action of this appointment.
Mr. Smith is a lifelong resident of Hawai`i. He is the President of the Lanihau Properties.
Mr. Smith recently completed a 41/2 year term as a member of the Hawai`i County Liquor
Commission. Mr. Smith is currently the president of the North Hawai`i Rotary and the Kailua
Village Business Improvement District. He is a member of the South Kohala CDP (Community
Development Plan) Steering Committee and the Committee Chair of the Kona Kohala Chamber
Environmental Committee. Mr. Smith states that he is not affiliated with any political party. If
confirmed, he will serve a term that ends on December 31, 2020, replacing Claude Onizuka,
whose term expired in December, 2015.
Prior to discussion, Mr. Smith appeared in front of Your Committee, via videoconferencing from
Kona, with an opening statement sharing his continuous encouragement to his community and in
his family to be active members within their respective communities.
During discussion, Your Committee expressed confident support and gratitude for Mr. Smith's
interest and willingness to serve on the Liquor Adjudication Board. Ms. Poindexter inquired the
difference between the Liquor Commission and the Liquor Adjudication Board, which Mr. Smith
provided clarity in response. Mr. Chung complimented Mr. Smith as a"top shelf' character due
to reviews received from Liquor Commissioners. Ms. Eoff noted that"we all make up the
community." Your Committee agreed that Mr. Smith is not required to appear at final
confirmation before the full Council.

Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Communication No. 631, and recommends confirmation of the appointment of Mr. Riley Smith
to the Hawai`i County Liquor Adjudication Board.
