Your Committee on Public Safety and Mass Transit,to which was referred Comm.No. 634, reports as
follows:
Communication No. 634,transmitted by Mayor William P. Kenoi, dated January 8, 2016,requests review
and favorable recommendation of the nomination of Ms. Amy Bircher of Council District 8 to the County
of Hawai`i Transportation Commission.
After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm.No. 634 into the
record, preceding a motion made by Ms. Poindexter and seconded by Ms. Wille to approve the
nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and provided
background information on Nominee Bircher, expressed the Mayor's support, and requested Council's
favorable action of this appointment.
Ms. Amy Bircher is a 28-year resident of Hawai`i. She is presently the Office Manager of Lanihau
Properties, LLC. Ms. Bircher is a board member and treasurer of Habitat for Humanity, West Hawai`i.
She states that she is a democrat. If confirmed, Ms. Bircher will serve a vacant term to end on
December 31, 2020.
Prior to discussion, Ms. Bircher appeared in front of Your Committee with an opening statement
expressing gratitude for her nomination and that she will help in any way she can.
During discussion,Your Committee expressed confident support and gratitude for Ms. Bircher's interest
and willingness to serve on the Transportation Commission. Your Committee agreed that Ms. Bircher is
not required to appear at final confirmation before the full Council.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Communication No. 634, and recommends confirmation of the appointment of Ms. Amy Bircher to the
County of Hawai`i Transportation Commission.
