Before we have discussion, I'd like to, I think, bring up the-- Mayor Kenoi, if you'd like to introduce your nominee. (At this time, Mr. William Kenoi, Mayor, Office the Mayor; and Ms. Rebedda Kawehi Inaba, Nominee, came forward.) MR. KENOI: Aloha. Good morning, Chairman Kanuha, Vice Chair, Poindexter—all of the distinguished and very supportive Members of our I lawai`i County Council. Come before you this morning for two reasons, both concerning very important areas of County government and the County of Hawai'i. Research and Development—I've always said should be the' Department of Economic Development." they look at our renewable energy, agriculture, tourism, job creation -creating a healthy, thriving, vibrant Hawaii Island while being very respectful and mindful of our culture, of our community, of our way of life. First, I want to honor and aloha, Ms. Laverne Omen. Laverne has been one of the kindest, most beautiful, compassionate, respectful people I've ever had the privilege of working with. And in that department—it's not a big department, but it's a important department. It's like Civil Defense—Civil Defense doesn't have many employees, but they have to communicate and coordinate with multiple stakeholders in the l lawai`i Island community—as does Research and Development. You take one small piece of that department—say, agriculture. There's one position—agriculture but think of agriculture on the Hawaii Island. In Waimea we get the farmers of Lalamilolettuce and tomatoes. We got the farmers of Puna--nursey industry horticulture, floraculture. The farmers of Ka`u—coffee. The farmers of Kona—not only coffee but a myriad of commodities. Kohala. Hamakua—tannersbutjust—that's just one small piece of this department. So, very important that they be very facilitative. Page 6 Hawaii Counm Council -7 March 4, 2015 And, Laverne, she could make anybody feel comfortable and welcome. She can make people in our community feel good about communicating with the County and feeling supported and not being told, "Nah, no can" or"We connot help you." So, that's that department. It's there topeople have questions, people need help—they're there to say, "Shoots, we might not know how, but we going find somebody who does." And when we talk about promoting Hawaii Island—yeah, we have the Big Island Visitors Bureau who work very closely with that department—but it's also our own initiatives. In the next couple years, we're very excited to think about stregthening relationship throughout the Asia Pacific region and, more importantly, with our fellow and nations and South Pacific --to forge closer ties with New Zealand and Tahiti and Samoa and Tonga and Pip and Australiaas well as Japan, China, Korea, "Taiwan—as well as mainland United States. So, Laverne brought so much aloha to that position. I thank her and honor her for her many years of service to the County of I lawai`i, through Office of Aging, and Research and Development, and her leadership. So, I wish her the very best in her retirement and she deserves that piece and that quiet—after that very demanding job. So, love you, Laverne, and thank you for your leadership and your aloha. But, this morning we humbly come before you and ask for your favorable consideration for Ms. Kawehi Inaba. On her resume says, "Rebecca Kawehi Inaba" but I never heard anybody dare call her "Rebecca." Come, Kawchi, I want to introduce this wonderful lady whom I'm so thankful that she said, "Yes." When I first when ask her l when ask her with the—"She going to say `no' but I got to ask"—its, like, Warren Lee kind—you go ask somebody. Warren Lee retired 18 years HELCO—why he going say, `Yes" to the Department of Public Works and all that headache? But, eh, it's the best guy. You got to go ask the best and you work your way down. I hankfully, everybody on my Cabinet was the very best and first ones I went ask just like make that for the record. But, Kawehi is talking with Wally and we said, "Eh, we get couple years and all of us like end on one high note. We like leave office with high energy, lots of love, and aloha—multiple projects being completed, and programs and initiatives that make a difference in people's lives." But to do that you need dynamic leaders, you need people willing for throw it down—give it what they got, work their hardest, give the world their very best. And but, County government hard sometimes, especially ifandin this position you want somebody from the private sector. Page 7 Hawaii County Council -7 March 4, 2015 If you look up "entrepreneur" it's defined as a person who engages in a risk of business. A person who engages in the risk of business. It's like public servicea person who engages in the risk of politicsno, sorry—get back to—but, Kawehi Inaba embodies the true spirit of a entrepreneur, local girl, Konawaena. But try imagine By airplanes, the kind airplanes where you got to put the luggage, look at passengers—"You seat four. You seat one" Then she buys the airlines. She owns Mokulele. A sucessful, local girl, entrepreneur taking the risk of business -breaking new ground, showing local gids growing up on our Island community"Eh, you can do anything you like. You, too, can fly planes; you, too, can own companies; and you, too, can be successful." And then she's entered since then and a couple other very sueessful business ventures all the while raising beautiful children who perpetuate and live and breathe our Hawaiian Culture O'le'o O Hawaii. I fer and her husband and their family—the Inaba family Holualoa—rild Inaba Hotel. You go over there every Monday night, the whole community get one potluck. It's awesome. Feel like wheat was a small kid when I went visit there onetime. You walk in—get everybody- --every race, every socioeconomic backgroundandeverybody just got to come in and put one dish down or not. Andwelcome and great conversation, plenty love but -so this wonderful, successful, business woman is --from my perspective—also a wonderful mother and wife. A member of the community who supports and perpetuates our culture and is just a great person—her intelligence, her energy, her courage. Fve said it before, but to take thisjob—you not only got to have the education, the experience, and the expense—but, you got to have the compassion, the caring, the commitment, and the courage to make tough decisions. And Kawehi Inaba brings all of that and more, and I really look forward to her doing great things for all of us—all the while being herself and enjoying herself. And look forward to all of your questions. So, mahalo, you guys. And, Kawehi, thank you for saying, "Yes." MS. INABA: Mahalo for asking. CHR KANUHA: Thank you, Mayor Kenoi. Ms. Inaba—so difficult to say "Ms. Inaba." I've known you"Aunty Kawchi"—for long time. So, if you can press the buttonyes—and just introduce yourself and we'd love to hear from von. MS. INABA: Well, good morning. Wow—mahalo, Mayor Kenoi, for that wonderful introduction. And, yeah, when the question was asked Page 8 Hawaii County Council -7 March 4, 2015 interestingly enough my first reaction was, "Oh, no"I mean, because I had so much on my plate to begin with. But, in talking to some very close people, people that I trusted—people that knew what this was about. And that was another thing --A went, "Economic development—that's numbers oh, no, I don't think so. It's, kind of, little bit pu'iwa. Research and Development—Darryl, what does that mean?" And so, I realized I couldn't tell our Mayor, "No". I needed to give him an answer and there needed to be reasons behind that answer. He -1 owed him that. And so, in being able to do my due diligence to understand what it was I was being asked—the picture started becoming very clear as to what it was and I realized that I could do it. 1 was able to understand who my team was, my staff, and I became—started getting more and more excited every day and also understanding the support that I had within the County already. People that I knew. All of a sudden I realized that it was a gift. It was a gift that had been given to me. And I was on my way home from Kohala about couple of days before I really gave my decision. And it was beautiful and it was clear and I looked around and I thought, "Yeah this is it. This is a gift and there's something that I can do to help." Every morning now, I wake up—and I look around and, again, driving up to the Civic Center the other dayI Iualalai in her splendor beautiful. And I looked and I thought, "What we going to do with you today?" And I'm thankful because my staff they're dedicated, they're part of my ohana. I'm excited to be with them. I'm excited about what we're going to be able to do as a team. And so, mahalo for inviting me—for allowing me to use my expertise and experience in a way that I never thoughtI will tell you, Councilwoman Poindexter, when you said a few things to me when we had that conversation—and you said, "The things that you'll be able to do, Kawehi, I didn't understand it. I didn't understand its entirety. But, 1 get it. And I understand it now." And so, I'm excited. It's going to be a intense but fun next 22 months. So, mahalo nui. CHR. KANUHA: Mahalo. Council Members, I'll open it up for discussion. So, Ms. Poindexter,you can go first. MS. POINDEXTER: I'm just so excited and—that you'll be giving us you. This island is, right now, in a place where we're changing and we needed somebody in that position and—God bless Laverne—she did such a wonderful job as well. But with no", with all of the way that things are changing in technology and renewable energy—and looking at how do we move forward in alignment with the great possibilities for this island. Page 9 Hawaii County Council - 7 March 4, 2015 And when I heard from you. I thought, "Oh, my God, she encompasses all what Billy talked about—the commitment, the compassion, and your courage." And I know 1 am just so excited to see what's going to happen while you're in this position. And for your staff, those who have not known you, you couldn't have asked for a better leader. She comes from the heart. And it says it all when you look at her family and how was—she was able to juggle being a entrepreneur and also balancing her family life and having all of that love for everyone. So, I so look forward to the future of this Hawaii County with you in that leadership role. Thank you. MS. INABA: Thank you. CHR KANUHA: Mahalo, Ms. Poindexter. Council Members, any other MS. EOFF: Mr. Chair CHR KANUHA: Oh sorry—I keep on forgetting that you're in Kona. Ms. Eoff, go right ahead. You have the floor. MS. EOFF: Thank you, Mr. Chair. Good morning, Kawehi, and everybody over therein Hilo. Ijust wanted to add to what Ms. Poindexter just said, but I've known Kawehi for I don't know how many yearsmaybeover 20 years since her children were maybe not even all bom yet, but from the early days we spent a lot of time at (inaudible) together. And one thing about Kawehi is, even though she's very ambitious and a successful businesswoman and always on the move—she always put her family first and took the time to spend weekends with all of them and all of us doing family building activities at the beach and elsewhere. 1 mean, her kids we involved in many cultural activities and sports and everything. So. I mean, Kawehi has an endless amount of energy. And as our past Director Ms. Croon stated—she s the perfect person for this job. And I think although Laverne was wonderful and deserves her retirement, I think Kawehi can pick up where she left off and really looking forward to working with you. So, you thank you. Mayor Kenoi, and thank you, Kawehi. And I don't know what else I can say—but, thank you for taking thisjob. CHR. KANUHA: Thank you, Ms. F,off. Ms. David. MS. DAVID: Thank you. Aloha, kakahiaka. Kawchi, congratulations. I just wanted to say that in the time that I have known you—you have made Page 10 Hawaii County Council — 7 March 4, 2015 me so proud to beNumber one—born and raised on this island and hail Konawaena. Your predecessor, Laverne Ommi, yourself, and myself, and Chair's dadI really am so humbled by your success and everything that you do for this community. So, I thank the Mayor. And because I know all the good things that you are definitely capable of doing, I really look forward to the 22 months to work with you and your department. So, welcome aboard and I definitely support your appointment. Thank you, Mayor. Thank you, Laverne. Aloha. CHR. KANUI IA: Mahalo. Okay. Mr. Chung, you have the floor. MR. CHUNG: Thank you, Mr. Chairman. Good morning, Kawehi. And, first of all, I just wanted to make a comment. I really enjoy these times when Mayor Kenai comes before us. Since I got in this, may be the third time—and he's so passionate and articulate in the way he describes things. And, quite frankly, even if you weren't qualified, the way he presented it, I'd be inclined to vote for you anyway. But, I reallyin all seriousness, though. I did check out your bio., 1've talked to people and your reputation precedes you. Your qualifications are impeccable and I'm very glad that you're coming on board. Ijust had a few questions, though, if that is okay—and I'm going to be supporting. of course, yeah. But, you know this R&D department, it's—I've always considered it something to be, like, many things to many people yeah. It's really hard to descriibe what it is and it really becomes a reflection of the leadership—and we've had some good ones in past. I mean, as Mayor Keoni stated, you're coming off the heels of Laverne—before that Jane Testa, Diane Quitiquit, even Al Konishi many years ago—all of these guys were terrific. What's your vision for this department? You told us what was—what entered into your consideration in agreeing to come on board—but, what's really your vision, your emphasis -if I could ask'? MS. INABA: Thank you. The first business that I needed to take care of was my staff to make sure that they -4o find out what they were doing, what they thought. I mean, they're the ones that have been working with the community. So, sit down with them and figure that all out. As far as my overall view, it's to make sure that we are continuing to malama—to take care of the things that have been already set into place, but at the same time with forward thinking, looking for bigger wows to be able to bring to the table. And what does that mean? I{ow are we going to know Page 11 Hawai' i County Council — 7 March 4, 2015 that? And what I'm encouraging them to do is get out, talk story with your community, just ask questions. And I'm also looking at compartmentalizing each department, whether it be ag, tourism, film—and finding specific wows for each of them, so that they have something to work toward that's going to support that industry in a way that we haven't done before. So, kind of--each—making sure each one has a major focus, but also having them work with each other. Because some way or another there's probably going to be opportunities for them to overlap and support one another. And so, that—that's that in that aspect. But, then—like, Mayor Kenoi stated—it's about also being able to reach out and secure�crcwc and secure our relationships within Polynesia. We are of I Iawai'i and we have debt—and it's a wonderful thing that we have this sister cities in place and we will continue to make sure that we create a living relationship with them. But, it's also being able to reach out to our brothers and sisters of Polynesia, to find out what they're doing. How we can then better work together because there's a lot there. MR. CHUNG: Well, that's interesting, 'cause I've heard people --former directors emphasizing, of courseagriculture, grant writing, tourism but I've never heard that one --cultivating relationships with our neighbors and in the Pacific that's very interesting. So, I look forward to that anyway. And we're coming up with the- to the departmental reviews pretty soon and You're going to be thrust upon that, yeah. And I've long been a supporter of having departments find measurables by which you could see the success of the department over the years. And I'm not expecting you to give me any measurablcs that you intend to look at right now, but if you could just keep that in mind, yeah—not just your department but for the entire County. Yours is a very interesting department—Research and Development-- and from what I hear of youI think, Billy, again, hit a home run with getting a very well-qualified person in place. So. thank you very much. MS. INAHA- Thank you. CHR. KAN[ HA: Thank you. Mr. Chung. Mr. Ilagan. MR. ILAGAN: Thank you, Mr. Chair. Good morning, Ms. Inaba. MS. INABA: Good morning. MR. ILAGAN: Just like Council Member Chung, I also am happy when Mayor Kenoi comes up and speaks, `cause his passion and his wisdom Page 12 Hawaii County Council -7 March 4, 2015 shows. But, before I talk about your position, I just wanted to talk little bit about Mayor Kenoi's appointment. I really respect the fact that Mayor Kenoi really—and it opened up—my eyes opened up in Washington, D.C.—when 1 went there. What 1 didn't see much of is gender equality and what Mayor Kemn—what I see through his Cabinet -1 mean, Mass Transit, HR, the Department of Environment Management—and I can go on-Finance—and now R&D. It's great to sec that because in other counties there's a lack of it and it's great that it shows in his Cabinet. On top of that, 1 was looking through your bio. and you—your experience is great—like, your airlines I believe was founded in 1994 and as of I believe, last year according to what I found --1 17 flights interisland a day. That's amazing. That's such an accomplishment. And when I look at R&D—first ifs "research" and then "development." I feel like that's key -is we need to do our research before we act on that development—and you're in charge of our future. Because what I look at R&D. I look at it as the key to reaching that potential for our future. Through your research in agriculture, energy, tourism—and then you develop that further than what it could be. Through the research that you found—and I feel like in business we lend to research and then act, but sometimes in politics I feel we—what we lack, is more research. We lack more research before we act. And I know that you look through all sides before you act, otherwise, your business wouldn't be successful, but there's also a factor in that, in taking on that risk. And you showed through your business that you have that courage. That you're willing to—after looking at all of the information—take that stand and charge—and I respect that in an individual. I don't know youmypersonally, and 1 would like to get to know you in the future. There's a lot of things that we could do in R&D. I feel like that we can step up on. Part of it, 1 would like to inform you now—is I'm looking into FSMA—the Food Safety and Modernization Act. I feel like it's going to affect a lot of our farmers- and I would like to work with you on trying to find that partnership with the businesses and government to make sure that agriculture is successful. And I want to congratulate you for your appointment, and I know that you're going to do great things. Thank you. MS. INABA: Thank you. CHR. KANUHA: Thank you, Mr. Ragan. Ms. Wille. Page 13 Hawaii CounTy, Council -7 March 4, 2015 MS. WILLS: Thank you for agreeing to accept this position and, as usual, l commend Mayor Kenoi for his good choice. We haven't had much time to kick off our shoes together lately, but at least I am seeing him in this context. So—and I think what—in hearing you and reading, I feel that I'm always trying to stretch that the economic development well-being as well within environmental well-being and cultural and social well-being. I think that pulling all three of those circles together is where we really move forward and I see that in you. Again, for example, working on the sister cities. I mean, I've really stressed working with Japan on some of our sister cities there and have wanted to add one otherthat's a Cherry Blossom Festival—but, a couple just thoughts. I mean, one areas where I had questions or concerns and one was really in the strength of grants. I have, in the past, sometimes complained about it and how—what maybe we ought to have grant writers. I noticed there's state legislation to pull in more grant writers. And looking at what is sent out to the different departments, it's really hard to dissect. I can't realty expect Clayton Honma or Warren Lec to really go through all of this without these, sort of, raw lists of possibilities. So, that's an area that I would really like to see strengthened, one way or another, even if we had hired someone on a contingency basis. How could we do that? Back when the charter amendments were going on, I was pushing whether we should have an ag department separate and members of the Administration sort of came to me and said to me, "Margaret, we'd really prefer that you not push this"—this is before I was in Council. Really, that�okay, if we have another department we have all this other administrative expense maybe having it here in R&D is the best and, therefore, we can put the money into doing our programs. The second portion would be a imaging screen that can take an electronic copy of your fingerprint as well as your palm print. Those two items are connected to a computer and it's in a stand- alone cabinet. Prior to these machines becoming available to us we'd use paper, cardboard, fingerprint cards, regular photographs—and it would take a long time to process positive identification of someone that was in custody. This has sped things along g=reatly. It's electronically sent to the Hawaii Criminal Justice Data System and then on to the FBI. And so, for example, when we talked to the State Department of transportation's Director, Ford Fujikami, with the western region was going be sending down someone to go and inspect the Kona International Airport as it is right now to see what kind security measures they would need to step up in order to get the exemption. But talking, like, to the people at D.C., they didn't know that. And so, it's like they're not communicating with just within their own department. And so, hopefully, with this resolution it states about, like, how like, Homeland Security or Custom and Border Patrol wanted the State to commit in building a facility first. So, in this reso. it is—there is where we're supporting the two bills that are in the Legislature right now to support in funding the 50 million to build that facility for them. And so, hopefully, with this reso. we can get them all on the same page and then that way we can move forward. Rut t, for me, I believe that we should have the exemption—get the exemption first. So, that way the facility can be built within that Live years. But, then also how it wilt help notjust the Big Island but then the whole State on our economic-wise—but then. the main reason would be for that secondary international airport in case something should happen—like a big fire happens at Honolulu International Airport. The pilot project is to establish a planning committee to prepare a development plan, defines policies of the management of public lands and, most importantly, to examine the barriers that hinder the redevelopment of infrastructure in the Kanoelehua Industrial Area. And so, hopefully, with this reso. and with the lobbying from all the businesses in Kanoelehua and, also, of the Big Island we can get this passed through the Ixgislamre. So, I ask for your support. As I read this it's generally in terms of how we dispose of public lands and the focus is on the class of lands that are commercial, industrial, hoteel, and resort. And the—one of the issues is that there's little incentive for those who lease these properties to make major improvements, such on Banyan Drive. And I assume! have no idea where this other place is that the pilot project is. Is that— MR. ONISHI: Kanoelehua Industrial Area, which is like MS. WILLS: YeahOahu? MR. ONISHI: No. This is on the Big Island. MS. WILLE: Oh, it is? Where? I don't know where that is. MR. ONISI IC this is right by where—what is that Kuhio Plaza is. MS. WILLE: Okay. MR. ONISHI: II: Okay. Across the street. MS. WILLE: Okay. Thanks. I just didn't know where—had no idea where it was. Okay—but, in reading the bill I always get concerned where there's something that's, sort of, specific and that has general terms. And all of this public land is trust territory where we act as the fudiciaries for the benefit of the beneficiaries. And the tidu—the beneficiaries are Native Hawaiians and the general public. So_ it sort of a different status. It's not like we handle it as private as if we owned it in fee as private owners. And that I worry that this moves into being, like, another PLDC and expanding from—there's a pilot project—and let's see how we can move into developing other lands. I wouldn't like to see the land above Waimea on the "pool- suddenly becoming a resort or development of other lands. So, that's my concern and there's very specific language here but, yet, there's—sort of, broad and how we move this on. So, 1 just want to raise my Page 30 Hawaii County Cuuncil-7 March 4, 2015 concems. I expect you to follow this, take care of my concern, Council Member Onishi. Okay, thank you. CHR. ONISHC Well, if you look at the bill, the purpose of this—the bill says --the purpose of this act is to establish a four-year redevelopment pilot project for the Kanoelehua Industrial Area to enable the Department of Land and Natural Resources to recommend policies—and then they go with the policies. But—so, it's specified to just that area. And to give a little bit history was that—in that area what was happening is for companies that were businesses that were in that area already for them to reinvest—they weren't, like, guaranteed the leases where it's- going to extend to a period of time where they would have enough time to recoup their investments. And so, they've been fi— well, they've been trying to work with the State for over] would say --like, five—seven years now in trying to get something on compromise. And so, this is the bill that will help them in this compromise. Thank you. MS. WILLS: Can I respond to that? CHR. KANUHA: Ms. Wille. MS. WILL6: Yeah. And I totally support that and I'm waiting for the four or five star hotel to arrive here. And I expect you all to work on that from this side. And, in fact, without the amendment the Planning Department had assured me that, that would be the case anyways—that any applications received or any applications deemed to be complete and having been received prior to the adoption of this bill, would be not subject to it—the change. I would assume that it's, kind of, involved and takes some time to get everything together. And it would be unfair, I think, for people who have invested a lot of time to just miss out because of a two-week window, right. And so, I'm just wondering if it would be more appropriate to set a date, like, May 30 -sometime in May or something like that. I just in terms of practical applications. MR. I can tell you that within the last week -and -a - half we've had five brand new P.U.D. applications that came in. MR. And, again, these are applications that Fro not unfamiliar with. In other words, there've been applications that have consulted with us, talked with us about what they're planning to do, et cetera, but MR. Cl LUNG: They're in the process of being MR. KANUHA: No, they're filed. The new ones within the last couple of weeks MR. CHUNG: Right. MR. KANUHA: —have been filed. MR. CHUNG: Okay. But— MR. KANUI IA: And my MR. CHUNG: —this has to be submitted and MR. KANUHA: And accepted. MR. CHUNG: —deemed to be complete. I don't know what that means— "deemed to be complete" by the Planning Director. What do you think that means—`deemed to be complete?" MR.KANUHA: Well, they—you have certain filing requirements. You got to address certain issues—that certain required issues to be submitted. So, you think, whoever is going to turn them in, they've—they have ample time, within maybe a week or two, to turn everything in and have it deemed complete? MR. As you know the—one of the reasons we're supporting this amendment to move it up to the Planning Commission is that these applications are getting more and more complex. CHUNG: Right. MR. KANUHA: —a couple of weeks. It takes some lead time MR. CHUNG: Right. MR. KANUHA: to ensure that you have everything correct. MR. CI UNG Yeah. I mean, 1 just want to make sure that we're enacting something that's affording a fair—fairness to everyone. MR. KANUHA: Correct. MR. CHUNG: Yeah. `Cause I'm in favor of this, quite frankly. MR. What you're doing is adding the opportunity for the public to come in and voice their opinion. And I just have seen so manywhatI consider failures—where I really think that if that certain P.U.D.'s in my district had been (inaudible) it wouldn't have happened. So, I would, as far as I am concerned, I would just assume it was today's date. But, I think the effective date—and my only question is in terms of appreciate this amendment in terms of getting the clarity, so we don't go through what it is and is in your opinion. And, I mean, Ms. Eoff first said when they've been filed—and I wanted to make sure that it's clear . It's not when they're filed, it's when they're complete. Anyone can turn in the one - paged application. I mean, just like any—we could write it here in less than five minutes—complete it, so that they're in. And do you write a letter or does someone write a letter acknowledging we've received this and accept it as completed? MR. KANUI IA: Correct, MS. WILLE: Is there some document—so that it's really easy someone could look MR. KANUHA: Correct. MS. WILLE: —and say these are the ones that are complete. MR. KANUIIA: And the reason that's done is that there's a timeframe, right. So. the timeframe doesn't start until the application is complete and we accept it as completeso, that's when the time starts because there's a certain timebrame to process it, yeah. MS. WILLE: Okay. Now, they still after being, quote/unquote, "found to be complete"—go out to Public Works and the Civil Defense or the CDP Action Committee—would all be getting the copies MR. KANUHA: Correct. MS.
