RESOLUTION NO. 398 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
SUBSTANCE ABUSE COUNCIL FOR THE 2016 "SPLASH BASH KA`U" IN
NA'ALEHU.
WHEREAS, Big Island Substance Abuse Council (BISAC) is a 501(c)(3) nonprofit
organization whose mission is to inspire individuals to reclaim and enrich their lives by utilizing
innovative resources and harnessing the strengths within each person; and
WHEREAS, Splash Bash Ka`u is a free event sponsored by BISAC focusing on health
and wellness for youth and families of our underserved communities in the Ka`u district; and
WHEREAS, the Health Fair Component of Splash Bash Ka`u will focus on underage
drinking, substance abuse, treatment indicators for adolescents, and peer presure; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to
the Department of Liquor Control to provide a grant to BISAC for its expenses related to the
2016 "Splash Bash Ka`u" in Na'alehu; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
