RESOLUTION NO. 'BOO 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
PALACE THEATER TO ASSIST IN THE PURCHASE AND INSTALLATION OF
PHOTOVOLTAIC PANELS.
WHEREAS, Friends of the Palace Theater is a 501(c)(3) nonprofit organization whose
mission is to revitalize, restore and sustain the historic Palace Theater as a venue that will
educate, entertain and inspire our diverse community; and
WHEREAS, Friends of the Palace Theater has determined that it is financially prudent to
install photovoltaic panels to address current and future energy usage; and
WHEREAS, in early 2015, Friends of the Palace Theater launched its fundraising
campaign to raise money for the purchase and installation of photovoltaic panels; and
WHEREAS, Friends of the Palace Theater applied for, and received approval from,
Hawai`i Electric Light Company (HELCO) to participate is its net-metering program; and
WHEREAS, Friends of the Palace Theater applied for and received the required County
permits for the installation of a photovoltaic system; and
WHEREAS, Friends of the Palace Theater is grandfathered into the old net-metering
program, providing it meets a June 1, 2016, installation deadline; and
WHEREAS, through its fundraising efforts, Friends of the Palace Theater has raised
$110,000 of the $138,600 needed to pay for the purchase and installation of the photovoltaic
system, leaving a balance of$28,600 that needs to be raised in a timely manner to allow Friends
of the Palace Theater to meet the installation deadline; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Research and Development to provide a grant to Friends of the Palace Theater
for the purchase and installation of photovoltaic panels; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
