RESOLUTION NO. 401 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII ISLAND
WORKFORCE AND ECONOMIC DEVELOPMENT `GHANA TO DEFRAY MILEAGE
COSTS FOR THE "NINE MONTHS: WINDOW OF HOPE" PILOT PROJECT.
WHEREAS, Hawai`i Island Workforce and Economic Development `Ghana(HIWEDO)
is a 501(c)(3) nonprofit organization whose purpose is to facilitate the establishment of a
workforce development system for the County of Hawai`i by building community collaboration
and creating infrastructure for organizations by providing fiscal control, contracting and
monitoring services, as well as technical and administrative support; and
WHEREAS, HIWEDO provides fiscal control and administrative support for the "Nine
Months: Window of Hope" pilot project funded by a Shipper's Wharf Grant in collaboration
with the Hawai`i County Mayor's Office; and
WHEREAS, the purpose of this pilot project is to help pregnant women who have
substance abuse issues in the Hamakua, Hilo, and Puna districts to remain drug and alcohol free
for the duration of their pregnancies to prevent and/or decrease the number of prenatally exposed
children; and
WHEREAS, a financial need has been identified to defray mileage costs to provide
outreach services, including transportation for project participants to prenatal care visits,
substance abuse treatment and mental health counseling as needed; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to HIWEDO to defray mileage costs for the
"Nine Months: Window of Hope"pilot project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
