Re: Operating Budget
The State of Hawai`i Department of the Attorney General Crime Prevention and Justice
Assistance Division is providing an additional $8,618 of federally derived funds to the
Office of the Prosecuting Attorney for their JAG Specialized Sexual Assault Unit
program. In the current fiscal year, $160,000 is appropriated for this grant account.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
additional funds into the JAG Specialized Sexual Assault Unit account, and bringing the
total grant appropriation to $168,618.
The Office of the Prosecuting Attorney is requesting that this bill be waived from the
Finance Committee and be placed on the March 2, 2016 Council Agenda in order to
expedite the receipt of these funds. If there are any questions, please do not hesitate to
call Lee Lord of the Office of the Prosecuting Attorney at 934-3315.

A. REQUEST:
We are requesting the Council's permission to increase the total amount of federal funds accepted for the
"FY 2014 [sic] Edward Byrne Memorial Justice Assitance Grant"from $160,000 to $168,618.
The revenue account affected is 3309.14 JAG Specialized Sexual Assault.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
With Ordinance No. 15-57 County Council approved the Office of the Prosecuting Attorney to appropriate
funds totalling $160,000 for fiscal year 2016 for the continueation of the Specialized Sexual Assault Unit.
The amount of funds available for the "FY 2014 [sic] Edward Byrne Memorial Justice Assitance Grant" has
been increased and offered to the County of Hawaii for use in the Office of the Prosecuting Attorney's
current Specialized Sexual Assault Unit.

Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
