HomeMy WebLinkAboutBIL 145 Draft 02 1996-1998OFFICE INFORMATION ONLY Meeting: Hawaii County Council - March 6, 1998 Action: Close file Re: e -145/C-506/ COUNTY OF HAWAII STATE OF HAWAII BILL NO. 145 (Draft 2) ORDINANCE AN ORDINANCE AMENDING CHAPTER 24 (TRAFFIC SCHEDULE), OF THE HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, article 10, division 2, section 24-267, schedule 15 (One way streets), subsection (c), South Hilo, item (20), of the Hawaii County Code (1995 edition), is amended to read as follows: (20) Waianuenue Avenue. All vehicular traffic shall move in the makai direction from Komohana Street to [Kamehameha Avenue] I aimana Street between the hours of 7:15 a.m. and 8:00 a.m. on school days. SECTION 2. Chapter 24, article 10, division 2, section 24-271, schedule 19 (Prohibited left tum areas), subsection (c) South Hilo, of the Hawaii County Code (1995 edition), is amended by deleting the following itcm: [(8) Waianuenue Avenue, for the mauka bound traffic entering the Hilo Intermediate School, and for the makai bound traffic entering the Hilo High School parking lot and the track field between the hours of 1:00 p.m. to 3:30 p.m. on school days only.] SECTION 3. Chapter 24, article 10, division 2, section 24-271, schedule 19 (Prohibited left tum areas), subsection (c) South Hilo, of the Hawaii County Code (1995 edition), is amended by adding the following to be appropriately numbered and to read as follows: SECTION 4. Chapter 24, article 10, division 5, section 24-281, schedule 29 (Parking prohibited during certain hours on certain streets), subsection (c) South Hilo, of the Hawaii County Code (1995 edition), is amended by deleting the following item: [(25) Waianuenue Avenue, north side, from Punawai Street to Halai Street, from 7:15 a.m. to 8:15 a.m. on school days and from 4:00 p.m. to 5:00 p.m. except on Saturdays, Sundays and public holidays. (26) Waianuenue Avenue, Puna side, one stall mauka of the Hilo Union School -Annex crosswalk, from 7:15 a.m. to 8:00 a.m. on school days; 1:45 p.m. to 2:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays when school is in session; and 12:45 p.m. to 1:30 p.m. on Wednesdays when school is in session.] SECTION 5. Chapter 24, article 10, division 5, section 24-281, schedule 29 (Parking prohibited during certain hours on certain streets), subsection (c) South Hilo, item (23), of the Hawaii County Code (1995 edition), is amended to read as follows: (23) Waianuenue Avenue, both sides, from [two hundred forty feet makai of Laimana Street to Kapiolani Street, between the hours of] Kaumana Drive to Kamehameha Avenue from 7:15 a.m. [and] to 8:00 a.m. on school days- except at designate d lode zones. SECTION 6. Chapter 24, article 10, division 5, section 24-284, schedule 32 (Two hour puking areas), subsection (c) South Hilo, of the Hawaii County Code (1995 edition), is amended by deleting the following item: [(5) Waianuenue Avenue, from a point one hundred feet from Ululani Street to Kaiulani Street.] SECTION 7. Chapter 24, article 10, division 5, section 24-286, schedule 34 (No stopping, stand or parking areas), subsection (c) South Hilo, of the Hawaii County Code (1995 edition), is amended by deleting the following item: [(3) Waianuenue Avenue, Puna side, beginning at a point one thousand twenty-four feet makai of Laimana Street and extending ninety feet in the makai direction.] SECTION 8. Chapter 24, article 10, division 5, section 24-286, schedule 34 (No stopping, stand or parking areas), subsection (c) South Hilo, item (2), of the Hawaii County Code (1995 edition), is amended to read as follows: (2) Waianuenue Avenue, both sides, from [a point two hundred forty feet makai of Laimana Street to Punawai Street between the hours of] Kaumana Drive to Kamehameha Avenue from 7:15 a.m. [and] Is 8:00 a.m. on school days. except at designated loading, zones. SECTION 9. Material to be repealed is bracketed. New material is underscored. In printing this ordinance, the bracketing and underscoring need not be included. SECTION 10. If any provision of this ordinance, or the application thereof to any person or circumstances, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 11.
