I was the only volunteer person here at the Community Center, and pulled in many directions including an injurious altercation in the parking lot that had to be stopped immediately. I just want to let everybody know in the audience why we suspended the Rules for this. For Council days we are required to have roll call votes. So, it does take a really long time, goes through every single Council Member, to hear the "ayes" and the "nays." But when we have—when we discuss a lot of these items for Committee days, during Committee days. A lot of that discussion usually doesn't happen here on Council days. So it's a way to expedite the process in allowing us to just all say voice votes at once. So just for the information of the public. Okay. Mr. Clerk, we can move on to Communication 215. Comm. 215: NOMINATION OF JULIETTE "JULIE" M. TULANG TO THE MERIT APPEALS BOARD From Mayor William P. Kenoi, dated March 19, 2015, submitting for the Council's review and confirmation the above nomination. Waived: FC Motion to Approve: Ms. Eoff moved to confirm the appointment of Juliette "Julie" M. Tulang to the Merit Appeals Board. Seconded by Mr. Paleka. CHR KANUHA: Ms. Eoff, you canor, Char, you can begin. (Note: At this time, Executive Assistant to the Mayor Charmaine Shigemura and Nominee Juliette "Julie" Tulang came forward to address the members of the Council.) MS. SHIGEMURA: Good morning, Chair, Members of the County Council. Mayor Kenoi's nominee to the Merit Appeals Board is Ms. Juliette "Julie" Tulang. She's a life-long resident of Hawaii, presently retired. Ms. Tulang worked for the Hawaii County Community Foundation from 1993 to 2000. She served as the Director and Deputy Director of the County of Hawaii, Department of Parks and Recreation. Ms. Tulang is the current Board President of the Hilo Medical Foundation. She's also the Service Committee Chair of the Zonta Club of Hilo, and a Board Member of the Chinese Civic Association of Hawaii. She states that she's not affiliated with any political party and, if confirmed, she will serve a term to end on December 31st of 2017. She replaces Mr. Kenneth Rowe whose term expired on December 31st of 2013. Page 6 Hawaii County Council -9 April 1, 2015 CHR KANUHA: Mahalo, Char. Council Members—well, Ms. Tulang, aloha. MS. TULANG: Aloha. Thank you for this opportunity, and I certainly thank the Mayor for considering me for the board. I'm not sure if I'm truly blessed or—but I am happy to serve. Thank you. CHR KANUHA: Thank you very much. Okay, Council Members, Ms. Eoff, I'll open it up for discussion. MS. EOFF: And thank you so much for coming forward to serve on this. You've had a long history of working in our community, because I remember working with you when you were with the Hawaii Community Foundation, and then when you were in the County previously. So, I just want to say thank you, and I know you'll do a great job. CHR KANUHA: Thank you, Ms. Eoff Ms. Poindexter. MS. POINDEXTER: I just want to ditto what Council Member Karen Eoff said. And, thank you for your commitment to serve, and we will never allow you to retire, but thank you. MS. TULANG: Thank you for helping to keep me young. CHR KANUHA: Thank you. Mr. Onishi. MR. ONISHL Ms. Tulang, thank you very much as I echo them on all of your hard work that you've done for the community, and also continue working hard on that medical board. Okay. It looks like funding—we'll be getting some kind funding. MS. TULANG: We certainly hope so. MR. ONISHL Yeah. MS. TULANG: It looks good anyway. MR. ONISHL Yeah. Thank you. CHUNG: Julie is not that old, so I hesitate to use this term to describe her, but I really do believe that she is a treasure. Yeah. Usually you reserve those for older people. But she really is a treasure here in Hilo. And you know, when she served as the Parks and Recreation Director, she left a legacy. All of this Bayfront area, the canoe areas, and the Liliuokalani Park, all of that. The landscaping down in downtown, that's all her. Of course under the auspices of Mayor Yamashiro, but she was the point person for all of that. So, she left a huge legacy for our town. So, I wanted to thank you publically for that. And, I don't know what the Merit Appeals Board has to do with your talents. MS. TULANG: Me, too. MR. CHUNG: But I'm sure whatever they are you will do them with all of the aplomb that you have demonstrated before. CHR KANUHA: Excuse me, other sites. I think, Ka`u, your microphine might be on. So, anyway, I really want to ditto what everyone else is saying and I think your professionalism and all your—what you've done precedes you, and the Merit Appeals Board is very fortunate to have someone like you. We have Captainoh, sorry, Chief Rosario here for Resolution 132-15, and he should be coming in. There we go. Mr. Clerk, on Resolution 132-15. Change Order As directed by the Chair and with no objection from the Council Members, the of Business: following items were taken out of order: Page 9 Hawaii County Council -9 April 1, 2015 Res. 132-15: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAII WINDWARD COMMUNITY COLLEGE, PURSUANT TO HAWAII REVISED STATUTES SECTION 46-7, TO PROVIDE TRAINING FOR THE WATER SAFETY OFFICERS IN THE PERSONAL WATERCRAFT RESCUE OPERATOR The agreement would provide 200 hours of training to six participants for a total cost of $23,250. Reference: Comm. 214 Intr. by: Ms. Eoff Waived: FC Motion to Approve: Ms. Eoff moved to adopt Res. 132-15. Seconded by Mr. Paleka. CHR KANUHA: Ms. Eoff, you have the floor. MS. EOFF: Okay. Thank you for being here and I'll turn it over to you for some background. Thank you. (Note: At this time, Fire Chief Darren Rosario and Battalion Chief Gerald Kosaki came forward to address the members of the Council.) MR. ROSARIO: Good morning, Darren Rosario, Fire Chief, of the Hawaii Fire Department; and I also have Battalion Chief Gerald Kosaki, who's the Battlaion Chief in charge of our Special Operations Division, which oversees, as one of his many duties, the Ocean Safety Division. And I just wanted to be present to answer any questions about what this funding is for; but basically, the funding is to provide certified instructors to come down and do a certification class for our water safety officers who will be our jet ski operators for a program that was approved last fiscal year to implement a jet ski program in both East Hawaii and West Hawaii. And the reason that we went this route with the certified training is it provides protection to the County in the unlikely event of an accident with the jet ski. We'll have the certifications, the cross training. And Chief Kosaki can touch bases with you on whos's doing the training. It's a well-respected waterman across of the State of Hawaii. And I think we're going to be getting the best training for our personnel and implement our jet ski program for our Ocean Safety Division and our communities in West and East Hawaii, and move forward with that. Thank you. Page 10 Hawaii County Council -9 April 1, 2015 CHR KANUHA: Thank you for that. Ms. Eof£ MS. EOFF: Okay, thank you. I'd like Mr. Kosaki to add on to that and then I did have something to mention. MR. KOSAKL Okay. Thank you. Yes, as Chief Rosario had said this training is being done by certified instructors, and we have excellent watermen who actually developed the jet ski program, or the personal watercraft program, for the Ocean Safety on Oahu and throughout the State. One is Melvin Pu`u, who is a well-known waterman, and another trainer that would be helping him is Terry Ahue. This is all through the University of Hawaii system Windward Community College. And they just started this program to, kind of, organize the training so that they can have some kind of standardization within the State to have licensing and people that are certified in different areas of Ocean Safety and Ocean Safety related sports. Melvin Pu`u has worked with well-knownI mean, well renowned watermen such as Keaulana brothers, you know, Brian Keaulana, Rusty Keaulana, and also have been doing this type of skill and working with Ocean Safety on Oahu for a number of years. So, as the Chief said, these instructors will be coming here. They'll be doing a five-week class, it's 200 hours. There are other training that is available within the State for other instructors that say they could do it in one week, 40 hours, or two weeks. And we looked at it and said, "Oh, yeah, the price is much less and it's much faster. We can get the guys on the beach." But, again, liability purposes, and more for the safety of our personnel. If we are going to put them on a jet ski and they are responding to huge surf at times, going into the impact zone, not only do they need to know the skills, but they need to know what risk management is and when to make a decision, a split-second decision, whether, "I can get in there get that guy and come out, or this is too risky for me to go in and get the guy." And we've seen tons of videos and different clips where jet skis went into impact zone, got stuck in there, and got washed up on the rocks. Not to say it'll never happen, but again, if something tragic does happen we know that we did, as an Administration and a County, we did as much as we could to protect our guys and our County from liability. MS. EOFF: Thank you. And I just wanted to say that I know this jet ski program's been in the works for quite awhile. A lot of people are probably very thrilled that we have gotten to this point where we can actually train the personnel, because I know that was a big part of the program. And we've been able to. I think both Dru and I have contributed to the jet ski itself and to the Page 11 Hawaii County Council -9 April 1, 2015 trailers, etcetera, but this is a important step I think today. That's why I wanted you to come forward. So, thank you. MR. KOSAKL Thank you. And I'd just like to say how much we appreciate this. The support from the Chief, the support from the Mayor, from you as the Council. Everybody. I mean, this whole thing isit takes a collaborative effort from everybody to get this program going. And we're not there, yet. We plan our the plan is to have it implemented by this summer. But, as you know, there's lot of things that may come up. So for now, I mean, again, just want to tell you how much I appreciate this and how much we appreciate the support from everbody. CHR KANUHA: Thank you. Mr. Paleka. MR. PALEKA: Good morning, Chief Kosaki, Chief Rosario. Just checking on the amount of certifications. Was it six proposed applicants or participants? MR. KOSAKL We're looking at training initially, six personnel. And the reason why is we want at least three personnel per jet ski or per personal watercraft, we call it "rescue watercraft," three in east, three in west. And they would be able to man the craft seven days a week with days off, sick leave, vacations, things like that. We're actually looking at increasing that number to eight. And I have spoken to Ian Masterson who is the head, the lead guy on this, for this training that's organizing it with Mel Pu`u, and they said that they would be able to accommodate us at no extra charge. So, that's something we're looking at. MR. PALEKA: Thank you. CHR KANUHA: Thank you, Mr. Paleka, Mr. Eagan. MR. ILAGAN: Thank you, Mr. Chair. Battalion Chief, I just wanted to ask in addition to Council Member Paleka. Now, this watercraft you mentioned is going to be on the east and the west. Is it going to be in State beaches or --okay. MR. KOSAKL Okay. The plan is to have the rescue watercrafts stationed initially at Spencer Beach and at Isaac Hale. And that's just where it would originate from initially. Given any—well, on any given day, depending on the surf conditions, we may move that personal watercraft or rescue watercraft to another location. And we've—well, we're identifying specific locations where we would be able to launch these watercrafts from, such as Isaac Hale is one, Poho`iki. Punalu`u is one; Hilo, Richardson's Bay; Spencer; Kahalu`u. And again, we're going to keep it at our guarded beaches because during the times that the rescue watercraft is not in use, then they'll be able to supplement our manpower at the towers. MR. ILAGAN: Okay. Page 12 Hawaii County Council -9 April 1, 2015 MR. KOSAKL So, I mean—and, one other thing about that is we'll be responding from that beach. Right now, we are not going to respond on land. So, if they say, "Eh, we have somebody out Hapuna that needs help," we're not going to have the jet ski or the rescue watercraft put on the trailer, drive it to Hapuna, and launch it there. We're going to launch it from Spencer and respond in the ocean. Maybe in the future we might look at a roving vehicle with a rescue watercraft on it, like they do in Oahu. But we need to take baby steps and this is where we are going to start. MR. ILAGAN: Thank you. MR. ROSARIO: And the current budget funding that's for this whole program did include the two vehicles and the trailers, with assistance from the Council as well. So that, as the Chief indicated, if the surf conditions or the surf report calls and says there's a south swell coming up, we may deploy the watercraft on the west side over to the Kahalu`u area, and so forth. So, we'd be putting in the areas of greatest need or risk potential. Thank you. CHR KANUHA: Thank you. Mr. Onishi. MR. ONISHL Good morning. Budget -wise for this coming fiscal, have you folks included this program into this upcoming budget? MR. ROSARIO: You're talking about the 15-16 budget? MR. ONISHL Correct. MR. ROSARIO: Yes, for the 15-16 budget we're dealing mostly with just the additional salary and wages that would be attributed to the positions, the six positions. MR. ONISHL What about, like, equipment, what about supplies? MR. ROSARIO: Yes, we have additional for—the first year we don't anticipate too much as far as the costing because the equipment will be new, but we did put in line items MR. ONISHL For the maintenance. MR. ROSARIO: —that maintenance and so forth. One of the maintenance issues we have is there is no local distributor of the power watercraft that does the maintenance here, but the Chief is working with the distributor from Oahu that's providing the watercrafts for a simple remedy of sending a technician over to the Big Island and doing the maintance here versus the other alternative of shipping Page 13 Hawaii County Council -9 April 1, 2015 the power watercraft back—the rescue watercraft back, but we're working on that with the distributor. MR. ONISHL So, there's nobody here that could repair it? Then it's going to be, like, how Honolulu had that roadblock that—with all that machines. MR. ROSARIO: Currently, what it is, is the vendor that won the award. MR. ONISHL You've got to get someone from the mainland to come down today to fix the machinery. I mean MR. ROSARIO: Yeah, it's not real difficult to bring a technician over. It—base is that the vendor that was awarded the contract through our procurement process has to provide the maintenance, and that vendor that was awarded the contract does come from Oahu. And it's not going to be a problem for us to receive the maintenance that we need. We do the same thing for a lot of, like, for say our aircraft, sometimes we have to bring technicians over from Oahu to assist our aircraft maintenance program as well. MR. ONISHL Is it possible to have one of your mechanics to specialize, maybe, in that section? MR. KOSAKL That's an excellent suggestion and we actually have been looking at it already. MR. ONISHI: Good, good. MR. KOSAKL So, I spoke to the manufacturer and they're going to send over a mechanic to give a class to all of our mechanics here— MR. ONISHI: Good. MR. KOSAKL in jet ski maintenance and repair. And so, in the event that we need a repair that's pretty urgent, then they would probably be able to utilize our own mechanics, our fire mechanics. MR. ONISHL Yeah, makes sense. Good. MR. KOSAKL That is an excellent MR. ONISHL Yeah, because that's what Parks did with their playgrounds, with their rubberized playgrounds. We had someone from Honolulu come in, train the Parks' guys. So, that way they could do all the repairs when people start picking on them and making holes into those rubberized playground floors. And then, so Page 14 Hawaii County Council -9 April 1, 2015 that helped out. We don't have to fly in somebody from Oahu to here, right. Okay. So, are you folks going to have in your budget to also, where for training because I know what—are they going to have to train every year to renew their license? MR. KOSAKL And, that's—yes, we will have to have retraining every year. And what we'll do is when we have the initial training, we're going to identify at least one instructor on each site, East and West Hawaii, who are going to be designated as instructors who can do the retraining for us. MR. ONISHL Oh, good. Okay. MR. KOSAKL And we have the ability to do that because our department is now a USLA (United States Lifesaving Association) agency. And so, as an USLA agency we are able to certify our own personnel and identify our own trainers to train our personnel. MR. ONISHL Okay, good, good. Because you know why? Next four -five years from now the economy is going to start going back down, right. And so, we not going be having this contingency funds, right. So, hopefully, you folks can be substainable. And this is the next steps to put Hawaii County's Ocean Safety Division to be one of the leaders across the State. And we've had great input from Kauai County as well as City and County of Oahu, and Maui, who have successful jet ski programs and Ocean Safety programs. HANSON: So, this is with the 2014 Homeland Security grants funding—the 2014 Homeland Security grants funding. We had only projected that we would be getting something like $350,000. However, we were awarded $535,000, $185,000 more than what we had expected. In doing so, we cannot use the additional funds unless it's been approved by the County. Hence, this is why we're here today. MS. EOFF: Thank you. Council Members, I'll yeild. CHR KANUHA: Thank you, Ms. Eoff Mr. Eagan. MR. ILAGAN: Thank you, Mr. Chair. Mr. Hanson, if you don't mind could you explain a little bit more on what "specialized equipment" is all about. MR. HANSON: First of all, what we do with the grants program is we try to divide—we look at capabilities and capacities with those capabilities throughout. The types of equipment, supplies, support, training, etcetera, that homeland security allows us, Homeland Security Administration, allows us to purchase or procure. So, what we've done is we have the equipment that we've already purchased. For example, the new Hawaii County Civil Defense Mobile Command Post. However, that command post doesn't have anything in it. There's no computers, there's no monitors, there's nothing inside there other than—not even chairs. And so, we need to outfit that unit. In addition, we have other programs. For example, we have money set aside to do the Voice Over IP (Internet Protocol) program with IT (Department of Information Technology). Also, to upgrade the ark GIS (Geographical Information System) program for County, and those monies are ear -tagged out of this 2014 grants program. So, those are some of the items that we have—we're looking at. Also, we're looking at with County Fire to possibly purchase a site sonar, and that's for—so that they don't have to send scuba divers down into murky waters, Page 19 Hawaii County Council -9 April 1, 2015 that we can actually use technology to take care some of that. He had not been agreeable in the future. The problem is the eminent—to go through the eminent domain, file a condemnation action, and get a property interest, it takes time. So, I have to start it early. In this case, the owner is cooperating now, but I do not have signatures on all of the documents that I need. So, for me, if I let it go and I don't have the signatures in hand, by the time the project gets to that point, we might be stuck. And I do not want them to be stuck at that point because Public Works will start to lose money with contractors having to stop work. So, I'm just trying to be proactive make sure that they can stay on schedule. MR. CERF: Aloha, good morning. Thank you so much to all the Council Members. Hokupa`a is a collaborative entity made up of many of the leaders in Page 26 Hawaii County Council -9 April 1, 2015 West Hawaii to work together towards helping our young people in West Hawaii from the ages of 11 to 25 to be healthier and more sucessful in school. And we believe that by pulling a lot of our resources together, we can do a better job of meeting the needs of our young people. And on April 28th, the first step that we're taking is that we've asked 11 middle schools and high schools from Pa`auilo, Honoka`a, Waimea, all the way through Kohala, Kealakehe, and Konawaena. Eleven schools to let us know what is the biggest problem that is larger than their schools can ever address, that continues to be a kind of glass ceiling to keep their young people from succeeding and meeting the achievment marks that we are all aspiring for them. And they've given us some very good feedback. And so, we're setting up this day on the 28th to have the schools come in and talk with partners, stakeholders, to further define this large problem and where the schools would like some help in addressing that for their young people. Attending at the table will be a teacher representative, two parent partners, two youth leaders, two social services partners, and two community partners, to give a safe space for the school principals to talk about the help that they really need from their community partners. And what we hope will come out of that is a new realm of discussions where the community understands better of what the school needs for those young people to help them. And last week we did train youth leaders, 22 youth leaders representing 11 different schools on this youth leadership piece, so that they can be an active part of that leadership discussion and make sure their voice is at the table to help us guard our actions for youth going forward. And I just want to take advantage of this situation since the principal of Kea`au High is here.
