Dear Chairman Kanuha and Members of the Council,
It is my pleasure to submit for your confirmation the appointment of Randall "Randy"
Kurohara as Managing Director of the County of Hawaii, pursuant to Section 6-1.2 of
the Hawaii County Charter.
Mr. Kurohara served as the Deputy Managing Director from December 2012 to
January 2016. Prior to his appointment to Deputy Managing Director, he was the
Director of the Department of Research and Development from February 2009 to
November 2012.
Pursuant to Rule 5(6)(g) of the Rules of Procedure and Organization of the Council of
the County of Hawaii, we respectfully request a waiver of this nomination through
committee so that it may be considered by the full County Council on March 2, 2016.
Effective February 1, 2016, Mr. Kurohara was appointed acting Managing Director.

Randy Kurohara served as the Deputy Managing Director for the County of Hawaii
from December 2012 to January 2016. He also served as the Director of the
Department of Research and Development from 2008 - 2012. A longtime Hawaii Island
businessman, he is an owner of the custom apparel and graphics company Creative
Arts Hawaii, and both the Parker Ranch Store and Aloha Grown retail operations. He
graduated from the University of Hawaii at Manoa with a bachelor's of business
administration degree in Marketing. He is a board member and past president of the
Rotary Club of South Hilo; director and past president of the Japanese Chamber of
Commerce and Industry of Hawaii; board member with the Hawai'i Island Chamber of
Commerce; member of the Hawaii Health System Corporation's East Hawai'i Regional
Board, and a board member of the Kona Kohala Chamber of Commerce. As of
February 1, 2016, Mr. Kurohara has been appointed as the acting Managing Director.

RE: Communication No. 710 ; Appointment of Randall "Randy" Kurohara as Managing
Director of the County of Hawai`i, pursuant to Section 6-1.2 of the Hawai`i County Charter.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
