RESOLUTION NO. 41S 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KU`IKAHI
MEDIATION CENTER FOR THE PUNA HOMEOWNERS ASSOCIATION
CONFERENCE.
WHEREAS, Ku`ikahi Mediation Center is a 501(c)(3) nonprofit organization that
provides a variety of conflict prevention and resolution services in East Hawaii; and
WHEREAS, the majority of Puna residents live in private subdivisions and are members
of their respective homeowner associations, which are governed by a board of directors; and
WHEREAS, Ku'ikahi Mediation Center requests funds to assist with the Puna
Homeowners Association Conference, which will be held on June 25, 2016, at Kea'au 1-ligh
School; and
WHEREAS, the purpose of the Puna Homeowners Association Conference is to increase
the functionality of the Puna homeowner associations (HOAs); enable Puna I IOAs to be better
equipped to handle conflict and contentious issues, individuals, and meetings; increase
confidence and true purpose of HOA board members; and create strong HOA leaders whose
authority stems from adherence to HOA bylaws; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event.
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Research and Development to provide a grant to Ku`ikahi Mediation Center
for the Puna Homeowners Association Conference; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
