RESOLUTION NO. 422 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO MENTAL HEALTH
KOKUA FOR A HOUSING START-UP FUND TO ASSIST HOMELESS ADULTS
WITH MENTAL ILLNESS ENTERING OR EXITING KONA SAFE HAVEN.
WHEREAS, Mental Health Kokua is a 501(c)(3) nonprofit organization that was
founded in 1973 to assist people with mental illness in achieving optimum recovery and
independent living in the community; and
WHEREAS, Kona Safe Haven is a program of Mental Health Kokua that serves as a
"portal of entry" to housing and treatment and provides a secure, non -threatening, supportive
environment for single, homeless adults with mental illness; and
WHEREAS, Mental I Iealth Kokua is proposing to create a housing start-up fund to
assist homeless adults with mental illness entering or exiting the new Kona Safe Haven
apartment building located in Kailua-Kona; and
WHEREAS, funds will be used to assist tenants with utility and rent deposits, start-up
needs, and support for tenants exiting Kona Safe Haven; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief bunds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment. materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Office of Housing and Community Development to provide a grant to Mental Health Kokua
to develop a housing start-up fund to assist tenants entering or exiting Kona Safe Haven; now.
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAPI that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Housing Administrator and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
