RESOLUTION NO. 431 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KU`IKAHI
MEDIATION CENTER TO ASSIST WITH EXPENSES FOR THE PUNA
HOMEOWNERS ASSOCIATION CONFERENCE.
WHEREAS, Ku'ikahi Mediation Center is a 501(c)(3) nonprofit organization that
provides a variety of dispute prevention and resolution services in Fast Hawaii; and
WHEREAS, a majority of Puna residents live in private subdivisions and are members
of homeowner associations, which are governed by a board of directors; and
WHEREAS, Ku`ikahi Mediation Center is requesting funds to assist with expanses for
the Puna Homeowners Association Conference, an alcohol -free event, which will be held on
June 25, 2016, at Kea`au I ligh School; and
WHEREAS, the intent of the Puna Homeowners Association Conference is to increase
the functionality of Puna homeowner associations (HOAs); enable Puna HOAs to better handle
conflict and contentious issues, individuals, and meetings; increase feelings of confidence and
true purpose of HOA board members; and create strong HOA leaders whose authority stems
from adherence to HOA bylaws; and
WHEREAS, the Department of Liquor Control supports alcohol -free activities that
promote healthy and positive living in their communities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai' i County Code.
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to Ku`ikahi Mediation Center to assist with
expenses for the Puna Homeowners Association Conference; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAPI that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
