Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year agreement for Integrated Services for Digital Network Primary Rate
Interface (ISDN PRI) phone line service. This three year, multi-year agreement is
expected to save approximately $1,000 per month.

A. REQUEST:
Approval to begin the Request for Quotes process for ISDN PRI services which will culminate in a multi year
lease. Requesting permission to enter into a multi-year agreement with an ISDN PRI provider.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecutor's office purchases ISDN PRI phone lines from a vendor (currently Hawaiiantel). These lines
are digital lines and necessary for our office telephones to work. Our last contract ended in January. We are
currently paying month-to-month. Purchasing a 3 year contract for services will save the county
approximately $1,000 a month, each month of the contract. Without a multi-year agreement there are no
savings.
We would like to issue a Request for Quotes to renew the contract with a selected vendor to be determined.
Prior to that happening we are requesting permission from the Council to enter into a multi-year agreement.

RE: Resolution No. 436-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A

PRIMARY RATE INTERFACE (ISDN PRI) PHONE LINE SERVICE FOR THE OFFICE OF THE
PROSECUTING ATTORNEY.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
