RESOLUTION NO. 438 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KOKUA PAHOA TO
DEFRAY COSTS RELATED TO EFFORTS ADDRESING HOMELESSNESS IN
PAHOA.
WHEREAS, in October 2015, Governor David Ige declared an emergency proclamation
on homelessness due to an estimated 465 homeless individuals per 100,000 residents. which
indicates Hawai`i as the highest rate in the nation of homelessness per capita; and
WHEREAS, a Puna consortium of residents, business owners, Mainstreet Pahoa
Association, Kokua Pahoa, community policing officers from the Hawai`i Police Department,
the Office of the Prosecuting Attorney, and council and legislative representatives have been
working to identify solutions and strategies to address the issues of homelessness with
compassion and consideration seeking cooperation rather than using a forceful approach; and
WHEREAS, to implement the identified strategies, financial assistance is needed to
defray costs related, but not limited to, solar security lighting and accessories, "No Loitering,
Drug or Alcohol" signs, and providing meals for the homeless; and
WHEREAS, KOkua Pahoa is a 501(c)(3) nonprofit organization that acts as a fiscal agent
for Mainstreet Pahoa Association; and
WHEREAS, the Department of Liquor Control supports programs that promote
compliance of liquor laws; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Liquor Control to provide a grant to Kokua Pahoa to defray costs related to
efforts addressing homelessness in Pahoa; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
