The County will own the equipment at the end of the lease. Page 4 FC-24 March 1, 2016 Res. 408-16: URGES THE STATE DEPARTMENT OF EDUCATION AND THE DEPARTMENT OF PARKS AND RECREATION TO PROVIDE MATCHNG FUNDS FOR THE PLANNING, DESIGN, AND CONSTRUCTION OF THE HONOKA‘A TRACK AND FIELD AND STADIUM The agreement will provide for a collaborative effort between the community, the Department of Parks and Recreation, and the State of Hawai‘i Department of Education to upgrade Honoka‘a Park’s existing track and field, and construct a new stadium facility. BILLS FOR ORDINANCES Bill 149: AMENDS ORDINANCE NO. 15-58, AS AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2015, TO JUNE 30, 2016 Adds the Parks and Recreation Honoka‘a Track and Field and Stadium Improvements project for $1.5 million to the Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund - Fund Balance and/or Other Sources. Funds would be used for a new track and field, stadium, and appurtenant improvements at Honoka‘a Park. Page 5 FC-24 March 1, 2016 Bill 154: INITIATES AN AMENDMENT TO ARTICLE III, SECTION 3-2 OF THE HAWAI‘I COUNTY CHARTER (2014), RELATING TO COUNTY COUNCIL TERMS Amends the term for Council Members from two to four years, and the term limit from two to three consecutive terms. Would take effect on December 5, 2016, and apply to all Council Members elected in the 2016 elections, regardless of how many terms an incumbent Council Member has served.
