Your Committee on Finance, to which was referred Resolution No. 408-16, reports as follows:
Resolution No. 408-16, transmitted by Council Member Valerie T. Poindexter, via Comm. No. 693
dated February 10, 2016, urges the State Department of Education and the Department of Parks and
Recreation to provide matching funds for the planning, design, and construction of the Honoka`a Track
and Field and Stadium.
This agreement provides for a collaborate effort between the community, the Department of Parks
and Recreation, and the State of Hawai`i Department of Education to upgrade Honoka`a Park's
existing track and field and construct a new stadium facility.
Ms. Poindexter stated that this park was built in the 80's when the executive order was given for the
property. The last track meet held was over 20 years ago, and it was also used for soccer.
Ms. Poindexter was initially approached by the Kupuna regarding the park's condition because they
exercise there in the early mornings and at night under its lighting, and the park is worn, has puddles,
and the Kupuna find it hard to get around the park safely.
Ms. Poindexter then stated that Representative Mark Nakashima recently placed this project in for
funding at the State level and that this upgrade will provide the Honoka`a community with a venue
for healthy lifestyles.
Several Council Members commented with their support of this project and praised Ms. Poindexter
for the manner in which it was brought forward in seeking partnership with the State.
The vote was taken on the motion to approve and passed with nine ayes.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County departments must obtain the consent of
the Council to enter into agreements with the Federal or State governments or any other public body
or bodies respecting action to be taken pursuant to any powers granted by law to furnish, expend,
and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 408-16, and
recommends its adoption.
