Your Committee on Finance, to which was referred Bill No. 149, reports as follows:
Bill No. 149, transmitted by Council Member Valerie T. Poindexter, via Communication No. 692,
dated February 10, 2016, amends Ordinance No. 15-58, as amended, relating to public
improvements and financing thereof for the fiscal year July 1, 2015 to June 30, 2016.
This bill adds the Parks and Recreation Honoka`a Track and Field and Stadium Improvements
project for $1.5 million to the Capital Budget. Funds for this project shall be provided from General
Obligation Bonds, Capital Projects Fund—Fund Balance and/or Other Sources. Funds would be
used for a new track and field, stadium, and appurtenant improvements at Honoka`a Park.
There was no discussion on this measure then the vote was taken on the motion to approve and
passed with nine ayes.
Pursuant to Section 10-6(e) of the Hawai`i County Charter, the Council, by ordinance adopted by the
affirmative vote of at least two-thirds of the entire membership, may amend the capital budget for
that year.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 149, and
recommends its passage on first reading.
