First of all, I just want to say I did the easy part in supporting Rene on this. And also the Puna Community Medical Center. It was actually not my vision, but hers. It was just me helping out in funding the project and helping it start. I just want to give the credit to the Puna Community Medical Center because it's really their thinking and their vision in making all of this happen. And I'm just glad to be a part of it. Thank you. PALEKA: I would just like to echo that sentiment and ask for all of your support in this appropriation to Puna Community Medical Center. Thank you. CHR KANUHA: Thank you. Ms. Eoff MS. EOFF: Thank you, Mr. Chair. I would also like to acknowledge Ms. Siracusa for all of her work on this. I think I remember when the Medical Center began and she really stuck with it. I would just really want to ask this Council for their support in this important funding to assist our fifth graders in Kea`au, Ka`u, and Pahoa. In our rural communities, any educational activities that we can provide for our rural community, is very important. And I'm very happy to help with the transportation and expenses with this program. Reference: Comm. 587 Intr. by: Mr. Onishi Motion to Approve: Mr. Onishi moved to adopt Res. 356-16. Seconded by Ms. Wille. CHR KANUHA: Mr. Onishi, go right ahead. MR. ONISHL Thank you, Mr. Chair. You know, yesterday we talked about how long projects take. I started this on my first term. I'm serious, and some road blocks were about ADA (Americans with Disabilities Act) and all of these other things like that. But then, I finally could get the funding. Plus we didn't have contingency funds at one time, so, I finally got funding. Then we had to find a resource of a nonprofit that could help purchase the materials because of the price -wise, because if they went through procurement it would be outrageous. So. the easiest way was to do it through nonprofit. I want to acknowledge this woman that was always—she volunteered, I don't know, for like so many years. Her name is Joanne Yukote and I was working with her trying to get the roof repaired. I told her that, maybe, if she can find someone that can donate the services to fix the roof, I'll get the material. But we could never hook up and couldn't find that contractor. But now, with the help of Craig Takamine of Takamine Construction, he's willing to help volunteer his services to put up the roof for us and this is going to be on both sides. Page 7 Hawaii County Council -30 January 6, 2016 You know, the NAS pool, many, many, many residents on the East Hawaii side, their children went there to learn how to swim. And so, to see how the deterioration of the roof and what was happening was it was leaking into all the chemicals and into the pumping stuff, it was in the shower area; was kind of like, what a bad sight to see. So, really appreciate P&R (Parks and Recreation), to helping me in securing, well, to having that resource to funnel this money to and now, we're going to get this project done. But as I mentioned yesterday and Mr. Chung mentioned, you never know what's going to happen. So, that's the kind of stuff, like I said, from my first term now, and now, my last year of my last term, that's how we're going to get them fixed. So, I want to thank everybody who was involved, that now we're going to get this done for the community. Thanks and I appreciate your support. Thank you. CHR KANUHA: Thank you, Mr. Onishi. Mr. Chung. MR. CHUNG: Thank you, Mr. Chair. I wanted to thank and congratulate Mr. Onishi for his efforts in this regard. But really, based on his recitation of what went on in getting this thing done, it was really interesting. He spoke of Craig Takamine and Takamine Construction and I didn't know he was involved in all of this. But in case you guys don't know, this company is an unbelievably generous company. Right now, construction is booming so that means he's going to have to take his—it's not like Mr. Takamine is pounding the different panels over there. He's got to mobilize his crew. He's got to pay for them and right now, that means he's taking them off from some other job. So, I wanted to really congratulate and thank him. But really, Mr. Onishi, I have to take my hat off to you for really putting this thing together. Thank you. Congratulations. CHR KANUHA: Thank you, Mr. Chung. Any other discussion? Ms. David? MS. DAVID: I want to say thank you to Mr. Onishi, also, for your determination. It gives me hope that you can do good things in your term. Congratulations. Thank you. CHR KANUHA: Thank you, Ms. David. Mr. Onishi. MR. ONISHL I just have one more thing. Also, I had talked to Jimmy Ishii, with Ishii Construction, and he's going to be helping too because he and Craig are good friends. So one day, I was talking to Craig and then Jimmy said, "Oh yeah, okay, I'll help out too." So everything is great. CHR KANUHA: So now he really has to help out. PALEKA: I would like to thank Dr. Preston -Pita. This money is meant for a storage container but more it just adds to, when I went there and saw the programs. You know, they have the culinary and they have all of these other things going on, but that garden section is just a therapeutic and place of wahipana, a nice safe place for the parents and hopeful that this garden is really going to be a nice place to just relax and it's an integral part of the recovery, I believe, and think they appreciate it. January 6, 2016 Res. 363-16: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF AGRICULTURE (DOA), AGRICULTURAL RESOURCE MANAGEMENT DIVISION, PURSUANT TO HAWAII REVISED STATUTES SECTION 46-7, TO DONATE A VEHICLE TO THE STATE AGRICULTURAL RESOURCE MANAGEMENT DIVISION Donates one dump truck to DOA to maintain the Waimea and Honoka`a- Pa`auilo Irrigation Systems. Page 11 Hawaii County Council -30 January 6, 2016 MR. DIAS: Good morning. My name is Steve Dias. I represent the Waimea Irrigation System for the Department of Agriculture. Just to let you know, during the times of cut backs and lack of funds, just to give you an idea of how roads is now, and this dump truck would also help us and this road helps the Water Department that goes up into the mountain. Trees got overgrown. As you can see, trees during the windstorm, and we normally have only about 30 feet of easements so everything has to be hauled away. So, this dump truck would be a great asset to us by taking out everything. It will be greatly appreciated if this transaction be taken. Thank you. CHR KANUHA: Thank you very much. MS. EOFF: Thank you and my mistake. We did waive this so, I just remembered hearing about it, but we didn't talk about it yet. CHR KANUHA: Thank you, Ms. Eoff Ms. Poindexter. MS. POINDEXTER: I want to thank Council Member Eoff for putting this through and thank you for all you do, Mr. Dias. You do so much work in the community, you and your family. Thank you. I just want to say thank you to Warren Lee, too, from Public Works, you know, who turned over the truck to Department of Agriculture, to Chairman Scott Enright. Because Chairman Enright does a lot for us too, like, he has been giving us grants for our fire ants. So, it's all teamwork to me with the State and County agencies because we're all one. We all represent the same people on this whole island. So, we all should be working together. It's great to see the partnership. Thank you. Thank you, Warren. CHR KANUHA: Thank you, Mr. Onishi. Reference: Comm. 602 Intr. by: Mr. Paleka Motion to Approve: Mr. Paleka moved to adopt Res. 365-16. Seconded by Mr. Onishi. MR. PALEKA: Okay. On this one, I think, Director An Umamoto, kind of summarized what this is going to be for. The laptops to service, I don't want to say end of life, but our hospice patients. (Note: At this time, An Umamoto representing Hospice of Hilo came forward to address the members of the Council.) MS. UMAMOTO: An Umamoto, Hospice of Hilo. Thank you again, Council Member Paleka and thank you, Council Member Chung because late last year, he also put forward part of his contingency fund to help us also. So really, each and every single one of you has helped us in such an immense way. So I hope that you'll continue to support us with this grant from Council Member Paleka. Thank you. I wanted to let Ms. Umamoto know, I support this resolution totally, and based on your comments when you testified, I will go back to my office and check how much contingencies I have left. I would love to fund your program because you do serve my rural community. I understand the travel restrictions that you face, or any organization faces when they have to serve the rural communities. The situation in Miloli`i , I feel, we need to assist in any way that we can. For me, being it is my district, I offer this contingency, so we can continue the collaboration with the Mayor's Office, Civil Defense and the state, and I understand we are going to be seeing or meeting shortly next week in the village. And I ask for your support because I believe the people that live there know exactly what their needs are and Kai Kahele here, has been taking the lead in identifying the things that are much needed, and I am very happy to help in that respect. So, thank you very much and I appreciate your support. CHR KANUHA: Thank you, Ms. David. Council Members any other discussion? Just real quickly. What type of materials are going to be used? It just says to purchase miscellaneous supplies and materials. MS. DAVID: I believe there's mosquito coils, the sprays. There are mosquito nets that have already been purchased by Pa`a Pono, but there are other bigger items. There are several tanks, I understand, that have no covers absolutely and those are the things that I want to help with my contingency. Pa`a Pono and the villagers are identifying, I think there are a half a dozen homes that really need some immediate help with those things. And basically, ongoing supplies that run out quickly, like the coils. The living situation down there would probably require coils to be going 24/7, really. So those things run out a lot and I don't know if Kai wants to add more on what other supplies. (Note: At this time, Kai Kahele representing Pa`a Pono Miloli`i came forward to address the members of the Council.) MR. KAHELE: Thank you, Chair. Kai Kahele again with Pa`a Pono Miloli`i. The water catchment tanks in South Kona, which just about every home has, on the South Kona Coast, including Ocean View and most rural areas out there is a primary breeding ground for the mosquitoes and particularly, the one carrying the dengue virus. In Miloli`i village we have, like I mentioned, 37 active living homes down there and several of the tanks are in disrepair and urgently need, at the minimum, tank covers to protect the tank and limit the amount of mosquitoes and airborne pests that can have access to the tanks. So those would be one primary method. We've already taken care of the initial preventive measures whether it's mosquito nets, or deet free and deet sprays that are being used down there, and also mosquito coils as another preventative measure. But, I think, the water tanks are the culprit. It's not just covering the tanks, it's informing the communities and the individual households how to properly manage the tanks, take care of the tanks, and treat the tanks. Like I said, this is not a short term fix. We have to have a long term solution to this outbreak. Page 15 Hawaii County Council -30 January 6, 2016 So initially, that's what the $5,000 of contingency funds would go to. These covers are not cheap. There's different types of covers you can purchase. They range somewhere about $300 per home. So, I think, the funds will go rather quickly, but they will definitely be put to good use. CHR KANUHA: Mahalo. Ms. David, you still have the floor. MS. DAVID: Thank you. I would like to thank Administrator Oliveira and the Department of Health because they have really banded together with the community to try to address it before it gets any worse. MR. KAHELE: Miloli`i is a rural community, and they've been fantastic. They've really come down and established a presence, almost like an ohana type of atmosphere. When they come down, they're welcome, Chief Oliveira, Lance Uchida, the Mayor's Office, that one-on-one relationship with the community families down in Miloli`i. Because they're so rural, it's important to have that. You can't go into a community, like Miloli`i, and expect to just change things overnight. You have to develop that relationship because they're apprehensive at first, you know, these are underprivileged rural native Hawaiian families that really don't have much. Mostly below the poverty level, they live a very simple life, and live off the ocean, and this is scaring them. So it's great that Pa`a Pono was able to come together and bring together government agencies that can help these families that otherwise wouldn't be able to help themselves. MS. DAVID: Mahalo, so much. MR. KAHELE: Thank you, Council. MS. DAVID: I would like your support. Mahalo. CHR KANUHA: Thank you, Ms. David. Mr. Onishi. MR. ONISHL Kai, do you folks have a total cost for repairing all of those water catchments? MR. KAHELE: In a perfect world, you would drain every tank. You would completely scrub the liner if not replace the liner, you would fill the water tank with 5,000 to 10,000 gallons of fresh water, and you would appropriately cover or put a hardened shell over every tank. That's the perfect way to fix this situation but that costs a lot of money and we don't have those type of funds. We're looking at process to not—water is very precious in South Kona and the last thing we want to do is put 10,000 gallons of water on the lava flow. So we're Page 16 Hawaii County Council -30 January 6, 2016 looking at skimming the tanks, cleaning the tanks. I spoke to chief Oliveira yesterday about some of those different methods of cleaning the tanks and appropriately covering the tanks. There's various methods to treat them but given the generous funds, we have, the $5,000 will only go so far. MR. ONISHL That's why so, what I'm looking at is donating or getting some contingency funds to you folks too. If you folks could, like, get one cost. Like say, you were mentioning $300 or $500 per tank and, say, there's like 30 homes there. So, times that and then we can get MR. KAHELE: We have a CERT (Community Emergency Response Team) team volunteer, first responder teams down in rural communities. Miloli`i has one and they work with the Civil Defense. They've gone house to house to identify the different needs that every household needs, because every home is unique, what they require. And then site inspections of every tank and things like that. So that's an evolving process right now. We should be able to have that answer fairly quickly. MR. ONISHL Okay. So, let me know. And we'll keep in contact. MR. KAHELE: Absolutely. MR. ONISHL We will do a resolution too. MR. KAHELE: The most important thing, as the Director of the organization, is that we're good stewards of the taxpayer funds. We don't want a single penny to not be unaccounted for and not be used inappropriately. So, you can be rest assured that we will be good stewards of your money and the taxpayer's money. MR. ONISHL Thank you. CHR KANUHA: Okay, Mr. Onishi. Ms. Wille. MS. WILLE: I have a question for you as well, Kai. You mentioned the catchment system is one of the key areas where there's a problem. What about, sort of, water for animals? I know a number of questions came up in that regard. I'm not quite sure what kind of cover, when you do talk about covers, how do you cover these and what are your thoughts? MR. KAHELE: The actual covering of the water catchment tanks? MS. WILLE: Yeah, the water catchment tanks and also for animals where farmers have, like, a bathtub outside. Page 17 Hawaii County Council -30 January 6, 2016 MR. KAHELE: I can't speak for the other communities in South Kona. But, I can speak for Miloli`i and there are no an animals in Miloli`i. Miloli`i is barren lava fields, keawe. We have dogs, that's about the only animals we have in Miloli`i, and quite a few dogs. MS. WILLE: Right. I realize that. I'm just sort of looking beyond Miloli`i. MR. KAHELE: Where there are breeding grounds are vehicles, tires, and other areas that can harbor mosquitos. We don't really have any tanks. Piggeries are not allowed down in Miloli`i and there are no farm livestock. So, it's exclusively to the tanks. MS. WILLE: Okay. I wasn't looking at Miloli`i specifically. I'm sort of going beyond that. MR. KAHELE: Beyond that. Yes, I really couldn't speak for anything past Miloli`i. MS. WILLE: Okay. Thank you. CHR KANUHA: Thank you, Ms. Wille. Mr. Chung. MR. CHUNG: Thank you. Actually, Kai had answered what I wanted to ask. Is the cost factor in all of this because I would like to look into helping you guys out, too? Kai, as you know, the nexus between Miloli`i and my district is that a lot of boy scout troops from my district and other districts go down to Miloli`i, and the people there are very welcoming in terms of letting these people come there. Right now, there are a lot of cancellations in the camping because of this dengue outbreak. So, whatever we can do to try to hasten the recovery, I'm all in. Page 20 Hawaii County Council -30 January 6, 2016 (Note: At this time, Public Works Director Warren Lee came forward to address the members of the Council.) MR. LEE: Good morning. Warren Lee, Director of Public Works. Happy New Year. The lapsed funds for the fuel tax increase, basically, over a two year period, normally, we collect about $6.2; $6.3; $6.4 million. During this period, 2012 to 2014, DPW (Department of Public Works) was engaged in several activities related to lava flow and emergency roads and we weren't able to expend all of the monies for the resurfacing program, for example. South Hilo road crews, Puna crews, and others were supporting the lava emergency road construction. Also, what lapsed is a certain amount of money for bridge repair. These were because we're still in the process of getting the permit clearances from the State and Department of Land and Natural Resources and, also, the Army Corps of Engineers, which requires federal permitting. So, these permits can take months, maybe, sometimes years. So we still plan to use the money and lapsing or carrying it over would certainly help. CHR KANUHA: Thank you, Ms. Eof£ Ms. Wille. MS. WILLE: Happy New Year to you, too. I was wondering about the County portion of the saddle road. The resurfacing that's needed there, is that included in any of this? You know, I just keep hearing more and more people, particularly truck drivers, concerned and accidents and potential accidents. So, not the extension of the highway but the portion that comes between Waimea and connects to the saddle road. MR. LEE: So, Ms. Wille, you're referring to the old saddle road. Basically, we repaved, resurfaced actually from the Pohakuloa area up until the second gate or the lower gate, at Waiki`i Ranch. So, from Waiki`i Ranch to Mamalahoa Highway, as you approach Waimea, which is about a 3 -mile stretch, it remains in its present condition. We do not have any of these funds designated to resurface the last portion of that saddle road. The reason is that, you have the new saddle road that heads down towards Waikoloa and that the traffic count on the old saddle road, Waiki`i Ranch from Mamalahoa past Waiki`i Ranch and to Pohakuloa is very lightly used now. In fact, I probably use it almost every morning coming up the old road, I just like the view. Actually, it's a shorter route, but a little rough in the beginning. The first 3 miles after that, is pretty smooth. So, if there is an availability of resurfacing funds in the future, we would consider repaving that. But again, the traffic count is very light at this point. CHR KANUHA: Council Member Wille. Page 21 Hawaii County Council -30 January 6, 2016 MS. WILLE: I think the problem is, that I'm finding what people are saying, is more and more are not going that route because it's rough, and going the longer more time consuming route, going down and taking the highway up around. So I think that if and when we are able to repair that, I think, the count would go up. The condition of the road is affecting the numbers that are using it. MR. LEE: The way the resurfacing program works, is that each Council district is allotted a certain amount of the fuel tax, of the 3.8 cent, incremental fuel tax and that is allotted per district. If we were to repave the lower portion of the old saddle road, about three miles, that would probably cost us about maybe $500,000 to $600,000 for material. So being that it would be a multi-year fuel tax increase for the Waimea district, nothing else in the district would get repaved. So unless we come up with another means of funding, it might be very difficult. In the past, before the Daniel K. Inouye highway was completed, from Pohakuloa down to Mamalahoa Highway, we had attempted to get several times, couple times not several, federal grant money, because it was still part of the federal highway system. Unfortunately, it's very competitive and we're not able to secure the funding. But, we've certainly got it on the list. Although, it's not high on the list because of the low traffic volume. MS. WILLE: Okay. Thank you. CHR KANUHA: Thank you, Ms. Wille. Mr. Eagan. MR. ILAGAN: Thank you, Mr. Chair. I just want to say thank you, Director Lee, for reverting your resources to address the lava flow concern in the Puna area. And as a consequence, some of the funds from last fiscal year, with the fuel tax had to be brought up to this fiscal year and I just want to say you guys have done an amazing job. I do have one question just on the limitation on the fuel tax. For example, what can that be spent on, in the sense of, is it only for County roads, specifically? Because the reason why I ask this is because most funds that lapse would go straight to the General Fund. And the reason why the fuel tax fund would not go to the General Fund is because it's supposed to be for highways, specifically. Could you just give a brief explanation on that? MR. LEE: I believe your question is can the lapsed fuel tax funds be used for other purposes? MR. ILAGAN: My understanding is it can't be. Page 22 Hawaii County Council -30 January 6, 2016 MR. LEE: Yes. You're right. It's for fuel tax purposes, that tax is just to be used for Highway O&M (Operations and Maintenance). MR. ILAGAN: The fuel tax, it also can't be used for, let's say, private roads or it can only be used for County improvements. What's the limitations on that? MR. LEE: Yes. County funds will be used for County purposes. You mean, like, HPP (Hawaiian Paradise Park Subdivision) roads? MR. ILAGAN: Of course. You know, I'm advocating for HPP roads. But, I'm actually MR. LEE: We did some improvements to the HPP roads as part of the federal with the lava, and those were roads that were designated, specifically, as an emergency route. MR. ILAGAN: That's, actually, one of my concerns that I will be trying to figure out the answer to, is the emergency route. For example, we just had an accident on December 30th and there was a delay, a five-hour delay. My concern is not necessarily there was a five-hour delay on commuting. My concern is, if there is someone who's having a heart attack in Hawaiian Beaches and the emergency vehicles are trying to get to that area and they have to go through an emergency route, what is that route and how to improve that route, and what forms we can use to improve those routes? That's why I'm asking this question and I will definitely talk to you more in detail in trying to figure out if there is an emergency on Highway 130, what are the alternative routes that we could use, to address the emergencies that are happening to the areas that are affected.
