Your Committee on Human Services and Public Works, to which was
referred Communication No. 77 and its attached Resolution No. 146,
reports as follows :
The purpose of Resolution No. 146 is to direct the Chief Engineer of
the County of Hawaii, in accordance with Chapter 12 of the Hawaii
County Code 1983 relating to improvements by assessments, to
investigate the construction of permanent improvements to the area
of Chong Street in South Hilo, including the improvement of the
roadway to County dedicable standards and the addition of drainage
improvements .
Your Committee has been informed that Chong Street is not presently
built to dedicable standards and has suffered from water drainage
problems in the past . In order to construct necessary improvements,
the County Council, authorized through Chapter 12 of the Hawaii
County Code 1983 , may initiate improvement districts to accomplish
this task through improvement by assessments . The first requirement
in creating such a district is for the Council to direct the Chief
Engineer to investigate various aspects of the project, which this
resolution seeks to accomplish.
Your Committee is in accord with the purpose and intent of Resolution
No . 146-93 and recommends its adoption by the County Council.
