RESOLUTION NO. 454 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KOKUA PAHOA FOR
A REIMBURSEMENT OF EXPENSES RELATED TO THE 2015 HOLIDAY PARADE.
WHEREAS, Kokua Pahoa is a 501(c)(3) nonprofit organization that unites community,
business, and government to "weed out" criminal activity by enhancing and creating
revitalization and other programs in Pahoa Village; and
WHEREAS, the Holiday Parade through Pahoa, which is organized by the Mainstreet
Pahoa Association, is an annual celebration of fun and merriment for families, community
organizations, and businesses; and
WHEREAS, Kokua Pahoa, which supports the Holiday Parade because it is a drug-free
and alcohol-free event that brings the community together in a positive way, is requesting a
reimbursement of expenses from the 2015 Holiday Parade that includes police security, road
closure notices (print and radio),postage for parade entries, poster printing, and administrative
costs; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 4 will be appropriated to
the Department of Liquor Control to provide a grant to Kokua Pahoa to reimburse the Mainstreet
Pahoa Association for expenses related to the 2015 Holiday Parade; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
