RESOLUTION NO. 456 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF-DISCOVERY
THROUGH ART FOR EXPENSES RELATED TO PROVIDING ART THERAPY AS A
HEALTHY ALTERNATIVE.
WHEREAS, Self-Discovery Through Art is a 501(c)(3) nonprofit organization that
provides art therapy as a healthy drug and alcohol free alternative to coping with life; and
WHEREAS, these art therapy programs and activities encourage healthy social and
educational interaction in a safe environment that is smoke-, drug-, and alcohol-free; and
WHEREAS, one of the Department of Liquor Control's goals is to support programs that
promote smoke-, drug-, and alcohol-free activities and programs conducted in a healthy and safe
environment to benefit those who reside in our County; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to the
Department of Liquor Control to provide a grant to Self-Discovery Through Art to assist with
expenses related to its art therapy program and activities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
