Re: Operating Budget
Enclosed is a Resolution to enter into an agreement with the Department of Labor and Industrial
Relations in order to receive their Workforce Innovation and Opportunity Act (WIOA) grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$1,521,232 into the Office of Housing and Community Development's Workforce Innovation
and Opportunity Act program account. This appropriation reflects funding allocations received
from the Department of Labor and Industrial Relations for the Program Year(PY) 2016. No
County General Funds are involved. The bill sets up the proper accounts to receive and expend
the WIOA funds.
The Office of Housing and Community Development (OHCD) indicates that the funds will be
utilized to assist adults, dislocated workers and youth by providing services that will train
individuals to increase employment, retention, earnings, skills and literacy. This will improve
the quality of the workforce, reducing welfare dependency and enhancing the productivity and
competitiveness of the local economy.

A. REQUEST:
Requesting a bill for an ordinance to appropriate $1,521,232.00 for the Program Year(PY) 2016 Workforce
Innovation and Opportunity Act (WIOA)to fund the following activities:
Administration/Planning ($152,121.00)
Adult Program ($495,316.00)
Dislocated Worker Program ($405,276.00)
Youth Program ($468,519.00)
Please also submit a resolution to authorize the Mayor of the County of Hawai'i to execute and submit all
agreements and other related documents to the State of Hawai'i Department of Labor and Industrial
Relations for the Workforce Innovation and Opportunity Act Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects anticipated funding allocations by the Department of Labor and Industrial
Relations for the PY16 WIOA program. These funds will be utilized to assist adults, dislocated workers and
youth by providing services that will train individuals to increase employment, retention, earnings, skills and
literacy and thereby improving the quality of the workforce, reducing welfare dependency and enhancing
the productivity and competiveness of the local economy.
The OHCD emphasizes that no County General Funds are involved in these transactions. The ordinance
merely sets up the proper accounts to receive and expend the WIOA funds.

RE: Bill No. 176 : AN ORDINANCE TO AMEND ORDINANCE NO. 15-57 AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE
FISCAL YEAR ENDING JUNE 30, 2016; and
Resolution No. 475-16 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE DEPARTMENT OF LABOR AND
INDUSTRIAL RELATIONS, PURSUANT TO HRS 46-7, FOR A WORKFORCE INNOVATION
AND OPPORTUNITY ACT GRANT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
