RESOLUTION NO. 479 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PURCHASE TWO SMART SIGNS FOR
`AINALOA BOULEVARD.
WHEREAS, in a recent traffic study completed by the Department of Public Works,
results identified that 50.8% of the surveyed vehicles travelling in a northeast direction and
89.83% of the surveyed vehicles travelling in a southwest direction travel over the posted speed
limit of 25 miles per hour; and
WHEREAS, Smart Signs encourage drivers to drive the speed limit by alerting them in
real-time of their actual speed, which reduces driving speeds and helps to protect the lives of
motorists and pedestrians; and
WHEREAS, Smart Signs are needed to control speeding on `Ainaloa Boulevard, near
Macadamia Drive and the `Ainaloa Longhouse, which is in the area of the post office mailboxes,
a recreational community center, a baseball field park, a designated bus stop, and the `Ainaloa
volunteer fire station; and
WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to
the Department of Public Works—Traffic Division to purchase two Smart Signs to be installed
on `Ainaloa Boulevard near Macadamia Drive and the Ainaloa Longhouse; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Public Works and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
