Neighbors (Support planning and permitting costs for a community center, District—4) account.

Health Kokua (Create housing placement assistance for homeless adults, District—7) account.

Bill 149: Amends Ordinance No. 15-58, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2015, to June 30, 2016. Adds the Parks and
Recreation Honoka`a Track and Field and Stadium Improvements project for $1.5 million to the
Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital
Projects Fund- Fund Balance and/or Other Sources. AYES: Council Members David, Eoff,
Ilagan, Onishi, Paleka, Poindexter, Wille, and Chair Kanuha— 8; NOES: None; ABSENT:

Bill 157: Authorizes the Mayor of the County of Hawai`i to Enter Into An Intergovernmental
Agreement for a State Water Pollution Control Revolving Fund Loan for Solid Waste Public
Improvement Projects; and Authorizes the Issuance of$6,000,000 General Obligation Bonds of
the County of Hawai`i for the Purpose of Financing Qualified Solid Waste Public Improvements
of the County of Hawai`i. Authorizes the issuance of up to $6 million in general obligation
bonds to construct the Environmental Management Kealakehe Scrap Metal Yard Remediation
project, which includes excavating lead impacted soil and transporting it to the West Hawai`i
Sanitary Landfill for final disposal. AYES: Council Members Chung, David, Eoff, Ilagan,
