ORDER OF RESOLUTIONS BILLS FOR ORDINANCES Bill 165: AMENDS CHAPTER 2 OF THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED) BY ADDING A NEW ARTICLE TO ESTABLISH A GENERAL EXCISE AND USE TAX SURCHARGE FOR THE COUNTY OF HAWAI‘I Establishes a one-half percent general excise and use tax surcharge to be levied from January 1, 2018, through December 31, 2027, for the purpose of funding operational and capital costs of public transportation systems, including roads and highways, buses, pedestrian and bicycle paths, sidewalks, and compliance with the Americans with Disabilities Act. Reference: Comm. 751 Intr. by: Mr. Onishi Bill 181: AMENDS ARTICLE XIII, SECTION 13-4 OF THE HAWAI‘I COUNTY CHARTER (2014), RELATING TO BOARDS AND COMMISSIONS The amendments would apply to boards or commissions established by the Charter, and would: 1) allow council members to appoint members to boards or commissions composed of nine members with district residency requirements if a seat remains vacant for more than 90 days; 2) allow a member appointed for a term of two years or less to be eligible for two additional full terms, and in other cases members would be eligible to serve one additional full term; 3) allow a member, whose term has expired, to serve until a successor is confirmed; and 4) remove language pertaining to political party.
