RESOLUTION NO. 483 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
THE LIBRARY—WAIKOLOA REGION FOR THE PURCHASE OF BOOKS FOR ITS
LITERACY PROJECT AND FOR MAINTENANCE OF ITS BOOKMOBILE.
WHEREAS, Friends of the Library—Waikoloa Region (FL-WR) is a 501(c)(3)
nonprofit organization, and one of its primary objectives is to maintain free public libraries in the
State of Hawai`i; and
WHEREAS, the FL-WR serves a population of over 6,000 people in the Waikoloa area;
and
WHEREAS, the FL-WR wishes to promote the extension of library services in Hawai`i
by purchasing additional books entitled On the Day You Were Born for its literacy project that
encourages an early interest in reading and improves literacy in the community; and
WHEREAS, the FL-WR is the only library in the State without a physical location and is
currently operating out of a bookmobile, which is in need of preventive maintenance; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to
the Department of Research and Development to provide a grant to the Friends of the Library—
Waikoloa Region for the purchase of books for its literacy project and for maintenance of its
bookmobile; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
