RESOLUTION NO. 489 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL TO HELP DEFRAY EXPENSES
RELATED TO THE HILO DOWNTOWN IMPROVEMENT ASSOCIATION'S FIRST
FRIDAY EVENTS.
WHEREAS, the Hawai`i County Economic Opportunity Council ("HCEOC") is a
501(c)(3) nonprofit community organization and an economic development agency that is
dedicated to serving the needs of the greater community; and
WHEREAS, the Hilo Downtown Improvement Association ("DIA") is an economic
development agency whose mission is to improve the business climate within the boundaries of
the downtown Hilo area; and
WHEREAS, HCEOC and DIA encourage and support new businesses, products, and
services by creating events that provide opportunities for local businesses to showcase their
products; and
WHEREAS, First Friday is a monthly event that is sponsored in part by the DIA and
other agencies, such as HCEOC, to promote businesses, products, and services in an atmosphere
that encourages a large number of people to walk around downtown Hilo to enjoy the festivities
while supporting the local businesses; and
WHEREAS, this type of public promotion provides positive exposure for the businesses,
products, and services on a large scale, fostering further economic development; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 2 will be appropriated to
the Department of Research and Development to provide a grant to the Hawai`i County
Economic Opportunity Council to help defray expenses related to the Hilo Downtown
Improvement Association's First Friday events, including, but not limited to, rental of stage and
sound equipment, security, signage, tents, and other items designated for public safety; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
