RESOLUTION NO. 496 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOLUALOA
FOUNDATION FOR ARTS & CULTURE TO SUPPORT DONKEY MILL ART
CENTER'S PUA NA PUA MICROENTERPRISE DEVELOPMENT PROJECT.
WHEREAS, Donkey Mill Art Center (DMAC) is the home of Holualoa Foundation for
Arts & Culture, a 501(c)3 nonprofit organization that provides art education for people of all
ages and abilities in its studios and gallery in Holualoa and in local public elementary schools;
and
WHEREAS, the Pua Na Pua Microenterprise Development Project is an initiative by
DMAC in cooperation with Full Life Hawai`i, a social service provider for those with
developmental disabilities (DD), and Abled Hawai`i Artists (AHA); and
WHEREAS, DMAC will launch an arts education program that cultivates creativity,
skills development, and microenterprise opportunities for the DD in our community and equip
them with the inspiration and skills to create marketable artwork; and
WHEREAS, funds will be used to pay for teaching artists, purchasing art supplies, and
supporting the first inclusive Pau Na Pua Art Festival which will feature the work of DD and
non-DD artists in August; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Department of Research and Development to provide a grant to Holualoa Foundation for Arts
& Culture to support Donkey Mill Art Center's Pua Na Pua Microenterprise Development
Project; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Deputy Director of Research and Development and Director of Finance, and
that the Director of Finance is hereby authorized to make the necessary transfers in accordance
with the terms of this resolution.
