RESOLUTION NO. 497 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO INSTALL PEDESTRIAN CROSSING FLAGS AT
HIGHLY-USED CROSSWALKS ON ALI`I DRIVE.
WHEREAS, Ali`i Drive is the main tourist area of the Historic Kailua Village in
downtown Kona where resort hotels, historic sites, retail shops, and restaurants are located; and
WHEREAS, crosswalks throughout the village do not have traffic control devices to
guide traffic, which is a safety hazard for an area that experiences high volumes of vehicular and
pedestrian traffic; and
WHEREAS, pedestrian crossing flags are brightly-colored, hand-held flags used by
pedestrians to alert drivers of their intention to cross and to be more visible to approaching traffic
while in the crosswalk; and
WHEREAS, the installation of pedestrian crossing flags at highly-used crosswalks on
Ali`i Drive will greatly improve pedestrian safety and walkability throughout the village; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Department of Public Works to install pedestrian crossing flags at highly-used crosswalks on
Ali`i Drive; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Public Works, Traffic Division Chief,and Director of Finance, and
that the Director of Finance is hereby authorized to make the necessary transfers in accordance
with the terms of this resolution.
