Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a five-year, multi-year agreement for Voice over Internet Protocol (VoIP) systems at
two locations for the Office of Housing and Community Development (OHCD). At the
end of this five-year lease agreement, the equipment will become the property of the
County of Hawai`i. The telephone systems currently in use at their 50 Wailuku Drive
and 1990 Kino'ole Street locations in Hilo, Hawaii are outdated and have exceeded their
useful lives. The estimated lease cost for each system is approximately $6,000 per year.
The Office of Housing and Community Development requests that this resolution be
waived from the Finance Committee and be placed on the April 20, 2016 Council agenda.

A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE
THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR VOIP TELEPHONE SYSTEM FOR THE
OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Office of Housing and Community Development needs to upgrade the telephone systems at the
50 Wailuku Drive and 1990 Kino`ole Street, Hilo, locations.
The current telephone systems at the 50 Wailuku Drive and 1990 Kino`ole Street locations are outdated and
have far exceeded its useful life.
Obtaining leases on technically advanced VOIP Telephone System, which provide more features and
options, will increase staff productivity and will allow them to keep up with the increased demands placed
upon the offices
We are requesting this Resolution be waived through Finance Committee.

RE: Resolution No. 508-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
