The SRTS program's goal is to improve the ability of children to walk or bicycle safely to school. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii Department Transportation for this grant. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $175,000 grant to the Safe Routes to School program account. Please waive this resolution and bill from the Finance Committee and place them on the April 20, 2016 Council agenda in order to expedite the receipt of these funds. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Hawaii Administrative Rules (HAR) Chapter 19-109 enables the Department of Transportation (DOT) to distribute state funds from the safe routes to school (SRTS) program special fund to counties. The County of Hawaii implemented the SRTS program in part or whole by moneys from the safe routes to school special fund to primarily benefit elementary or middle school children. These funds will be used to continue the SRTS program in FY2016. The Department of Public Works requests that this bill be waived from the Finance Committee and be placed on the April 20, 2016 Council Agenda. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
