RESOLUTION NO. 494 16
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CATHOLIC
CHARITIES HAWAII FOR ITS EMERGENCY GAP ASSISTANCE PROGRAM.
WHEREAS, Catholic Charities Hawai`i is a 501(c)(3) nonprofit organization that was
chartered in 1947 to expand upon the work begun by the Catholic Women's Aid Society in
1858; and
WHEREAS, Catholic Charities Hawai`i provides a wide range of social services through
programs and advocacy efforts and serves all people, especially those with the greatest need,
regardless of faith and culture; and
WHEREAS, with a homeless-prevention priority, Catholic Charities Hawai`i offers one
of the only sources of financial assistance to eligible residents of all ethnicities, with the goal of
keeping Hawai`i residents housed; and
WHEREAS, through its Emergency Gap Assistance program, Catholic Charities
Hawai`i provides assistance to eligible residents with their first month's rent and security depost,
as well as utility payments on a case-by-case basis; and
WHEREAS, last year, Catholic Charities Hawai`i provided emergency gap services and
financial assistance to 29 households made up of 84 adults and children in crisis and is seeking to
extend its Emergency Gap Assistance program to more individuals and families in crisis on
Hawai`i Island; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to
the Office of Housing and Community Development to provide a grant to Catholic Charities
Hawai`i to extend its Emergency Gap Assistance program to more individuals and families; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the I lousing Administrator and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the temts of this
resolution.
