Your Committee on Planning, to which was referred Communication No. 765, reports as follows:
Communication No. 765, submitted by Mayor William P. Kenoi dated March 7, 2016, nominates Joseph
B. Clarkson to the Windward Planning Commission to fill the remainder of a vacant term to expire on
December 31, 2016. If confirmed, after his term expires, he will be eligible to be reappointed to a full
term to end on December 31, 2020.
Bobby Command, Deputy Planning Director, who participated by videoconference from Kona,
introduced Mr. Clarkson, who was present in the Hilo Council chambers.
Mr. Clarkson said he was pleased to be nominated. He said he had been active in community affairs for
almost his entire adult life and that he is willing to continue doing so.
Ms. Eoff and Ms. Wille thanked Mr. Clarkson for stepping up to serve.
Mr. Clarkson was informed that he is not required to be present for Council confirmation.
Your Committee on Planning is in accord with the purpose and intent of Communication No. 765, and
recommends confirmation of the appointment of Joseph B. Clarkson to the Windward Planning
Commission.
