The Department of Public Works wishes to provide these funds as a grant to the 501(c)3 organization, Peoples Advocacy for Trails Hawaii (PATH), to continue to administer this program. In doing so, PATH would serve as the SRTS program coordinator and would work closely with the Department to identify barriers and infrastructure solutions, as well as to organize local campaigns to engage parents and caregivers. Enclosed is a resolution authorizing the Department Public Works to provide $47,164.63 to Peoples Advocacy for Trails Hawai`i, pursuant to Hawai`i County Code (2005 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A). REQUEST: A resolution authorizing the Mayor to enter into an agreement with Peoples Advocacy for Trails Hawaii PATH), a community-based, grassroots501(c)(3) non-profit public access advocacy organization serving Hawaii County for a grant entitled, Safe Routes to School (SRTS) program, pe rCounty Code Section 2- 139 3). This SRTS grant was awarded from the State of Hawaii, Department of Transportation in the amount of$47,164.63. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County of Hawai'i would like to authorize PATH to offer their services as the County of Hawaii SRTS Coordinator, working along side Department of Public Works staff to identify barriers and infrastructure solutions, as well as organizing local encouragement campaigns that effectively engage parents and caregivers. PATH is comfortable with grassroots and grasstops organizing, working with the media, and interacting with parents/caregivers of diverse backgrounds by email, phone, in person, text, etc. PATH has several years of experience in successfully executing the deliverables and development of the Safe Routes to School ( SRTS) programs that leads to more walking and biking in participating schools, including organizing and growing walking school buses and bike trains, parent organizing and other ongoing encouragement events. PATH is also experienced in completing the necessary reporting requirements of the SRTS program and has a deep commitment to the Safe Routes to School goals with particular focus on youth, family walking, biking and has a strong track record of rallying diverse individuals and communities to action towards this goal.
