Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a multi-year agreement for the acquisition of David Corporation's NAVRISK
software. The Department of Human Resources currently uses David Corporation's
Renaissance software for workers' compensation claims management. Beginning in
2017,this Renaissance software will no longer be supported. In its place, David
Corporation will be providing the more efficient NAVRISK software. The cost of this
replacement software is approximately $10,000 per year for four years.

A. REQUEST:
Approval to enter into an agreement with David Corporation to upgrade the current workers' compensation
claims management software for the Department of Human Resources.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Human Resources Health & Safety Division currently utilizes David Corporation's
Renaissance software for workers' compensation claims management. Beginning 2017, David Corporation
will cease support of the Renaissance software as they will be redesigning the software and upgrading it to a
more efficient software, NAVRISK. Clients has been asked to commit to a $40,000 expense/cost for the
upgraded NAVRISK software over the next four years ($10,000 per year). This software is essential for the
management and processing of the County's existing and new employee workers' compensation injury
claims.

RE: Resolution No. 511-16 : RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF
A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR
AGREEMENT WITH DAVID CORPORATION.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
