No. 805/Bill No. 184 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:45 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 184, <br /> reports as follows: <br /> Bill No. 184,transmitted by Public Works Director Warren H.W. Lee, via Communication No. 805 <br /> dated March 4, 2016, amends Chapter 24, Article 10, Division 1, of the Hawai`i County Code 1983 <br /> (2005 Edition, as amended), relating to speed limits. <br /> The bill adds a portion of Kalapana-Kapoho Beach Road to Schedule 5 (35 mph), subsection (g), <br /> Puna. <br /> Council Member Ilagan stated that he met with the community first to gather input before working <br /> with the Public Works Department on the proposed speed limit changes for Kalapana-Kapoho Beach <br /> Road. A smart sign and rumble strips were just few suggestions that were discussed at the meetings <br /> to monitor speed. <br /> Public Works Civil Engineer Aaron Takaba appeared before Your Committee for questions. He <br /> explained that an extensive traffic study was done to determine the recommended speed limit <br /> changes proposed for Bill Nos. 182, 183, and 184.
