Re: Wastewater Improvement Project -
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan (SRF) of$68,000,000 and
authorizing the issuance of general obligation bonds for the purpose of financing the following
projects:
Kealakehe Wastewater Treatment Plant R-1 Upgrade $54,000,000
Pua Force Main Installation and Rehabilitation $14,000,000

Pursuant to the County Procedures Manual for Participation in the Hawaii State Revolving Fund
Loan Program, prepared by the Wastewater Branch of the Hawai`i Department of Health in April
1994, part of the loan application process requires a"resolution or ordinance passed by the County
Council which authorizes the SRF loan application and identifies the dedicated source(s) of revenue
(i.e., general obligation bonds) which will fund the project and repayment of the loan with interest."
The Council's authorization of the issuance of general obligation bonds will serve as a pledge of its
general obligation authority as security for repayment of the loan and interest.
We request that this bill be waived from committee and be placed on the May 4, 2016 Council
agenda in order to expedite this project. If there are any questions, please do not hesitate to call

A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water
Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance of
$54,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following
project:
Kealakehe Wastewater Treatment Plant R-1 Upgrade $54,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Kealakehe Wastewater Treatment Plant R-1 Upgrade project includes upgrading the Kealakehe
Wastewater Treatment Plant (KWWTP) to recycled water producing capabilities and constructing a
transmission main for the distribution of recycled water. The project will reduce the water supply
demand by providing recycled water for irrigation and other non-potable uses. Areas to be served with
recycled water include the Old Kona Airport Park, the buffer lands surrounding the KWWTP, and the
Queen Liliuokalani Trust (QLT) Children's Home. The total peak demand for recycled water from these
areas is estimated at 900,000 gallons per day.
The upgrade project will also result in discontinuing the use of the existing infiltration basin. To protect
the subsurface environment, the infiltration basin will be replaced by engineered methods designed to
remove nutrients and metals prior to introduction into the ground when continued storage of recycled
water is over the capacity.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
All raw wastewater from Hilo town (average of 2.8 MGD or Million Gallons per Day) is conveyed to the Hilo
Wastewater Treatment Plant (HWWTP) via the Pua SPS and the existing force main. Recent tests performed
by the Wastewater Division on the existing force main shows signs of restriction which negatively affects the
performance of the equipment that makes up the pumping system that conveys wastewater to the HWWTP.
The installation of a new additional sewage force main from the Pua Sewage Pump Station (Pua SPS) to the
HWWTP and the rehabilitation of the existing 24-inch sewer force main are required to address and correct
deficiencies in the existing force main. Once installation of the new force main is complete, the existing Force
Main will be rehabilitated to remove the cause of the existing flow restriction in the system as well as to
incorporate mitigation measures to address critical performance factors. Rehabilitation of the existing force
main (once the new force main is installed and placed into operation) is desirable as it provides a redundant
means of conveying raw wastewater from Hilo town to the HWWTP for treatment in the event of required
maintenance work on one of the two force mains. An all-night live repair of the existing force main was
required in 2011 to keep the force main in service while repairing a crack in the force main pipe.
Failure of the existing force main would result in a raw sewage spill to State Waters via the Hilo Outfall and
would subject the County to potential enforcement action by regulatory agencies. It is noted that the existing
sewer force main was installed in 1990 and is therefore 26 years old. The age and the deficiencies in the force
main are major contributors to decreasing the serviceability of equipment needed to convey raw sewage to the
HWWTP.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
