These bonds would be issued for Organics Processing Facilities. The proposed project will allow for the construction of a full scale composting facility to be constructed at the South Hilo Sanitary Landfill and for a receiving and processing facility to be constructed at the West Hawaii Sanitary Landfill. Our County's debt service capacity has been reviewed to ensure we have the capacity to issue additional bonds up to the requested amount. With this authorization of$10,600,000, our debt service percentage will be approximately 12.72%. This percentage is within our GFOA guideline that debt service expenditures should be below 15% of total expenditures each year. We request that this bill be waived from the Finance Committee and be placed on the May 4, 2016 Council agenda due to the time sensitive nature of this matter. REQUEST: An Ordinance authorizing the issuance of$10,500,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following project: Organics Processing Facilities - $10,500,000 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The County has been facilitating the acceptance and processing of green waste in both East and West Hawai'i for many years. The proposed project will allow for the construction of a full scale composting facility to be constructed at the South Hilo Sanitary Landfill (SHSL) and for a receiving and processing facility to be constructed at the West Hawaii Sanitary Landfill (WHSL). These facilities will include large receiving buildings at each site, composting processing area, an education center and office space. All facilities will be owned by the County and will be operated and maintained by a contractor. It is anticipated that through the construction of these facilities that the County will be able to move closer to its Solid Waste Diversion goals as composting will allow for an expanded waste stream which will include food waste, contaminated paper, and compostable plastics which make up a significant portion of the County Waste Stream. This project will have the effect of diverting significant materials away from the WHSL and SHSL. This project will also allow for better management and control of current and future invasive species. We respectfully request that this bill be waived from the Council's Finance Committee and be placed on the May 4, 2016 Council agenda so that a contract can be executed which will include services to begin on July 1, 2016.
