Re: Operating Budget
The State of Hawai`i Department of Land and Natural Resources, Division of Forestry and
Wildlife is providing $96,589 to the County of Hawai`i to be used to create a pesticide treatment
voucher program to reduce, control and eradicate little fire ants from 12 communities around the
Big Island.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i
Department of Land and Natural Resources for this grant. Also enclosed is a bill for an ordinance
amending the Operating Budget by appropriating this $96,589 to the little fire ant(LFA) Pesticide
Treatment Voucher Program account.
The Department of Research and Development requests that this bill and resolution be waived
from the Finance Committee, and to waive Council's five-day reconsideration period in order to
ensure that the funds are received during the current fiscal year. If there are any questions, please

REQUEST FOR COUNCIL ACTION

A. REQUEST:
To allow the Department of Research and Development to enter into a one year agreement with the State of
Hawaii, Department of Land and Natural Resources, Division of Fish and Wildlife (DOFAW)to accept funds
in order to implement a Little Fire Ant (LFA) Voucher Program to assist the resident's efforts to reduce and
manage LFA in 12 communities around the Big Island, properties adjacent to county parks and the general
public. The LFA Voucher Program is the County's commitment to support the residents' efforts to manage
the LFA infestation in Hawaii.
-Waive: Request to waive Finance Committee in order to meet fiscal year end.
-Please waive the 5-day holdover period.
-Please create a resolution to enter into an agreement to accept the funds.
-Please create a bill for an ordinance to appropriate funds of$96,589.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The LFA was first discovered on Hawaii Island in 1999. Since then the LFA has infested areas throughout
the island. The LFA ranks among the world's worst invasive species as it threatens native biodiversity, alters
tropical ecosystems, impedes tourism, cause intense and painful swelling in humans as well as may cause
blindness in animals.
The Department of Research and Development in partnership with Big Island Invasive Species Council
(BIISC), Hawaii Ant Lab (HAL) and Hawaii County Economic Opportunity Council (HCEOC) will establish a
LFA Voucher Program to assist the resident's efforts to reduce and manage LFA in 12 communities around
the Big Island, properties adjacent to county parks and the general public.

RE: Resolution No. 519-16 : RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO
ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF NATURAL
RESOURCES PURSUANT TO HRS 46-7,FOR A GRANT TO THE DEPARTMENT OF RESEARCH AND
DEVELOPMENT; and
Bill No. 199 : AN ORDINANCE TO AMEND ORDINANCE NO. 15-57 AS AMENDED,
THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING
JUNE 30,2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
