Your Committee on Finance, to which was referred Resolution No. 510-16, reports as follows:
Resolution No. 510-16, transmitted by Finance Director Deanna S. Sako, via Comm. No. 838
dated April I, 2016, authorizes the Department of Public Works to award funds to Peoples Advocacy
for Trails Hawaii (PATH).
The grant in the amount of $47,164.63 would be used by PATH to administer the County's Safe Routes to
School program.
Tina Clothier, President of PATH and Coordinator for the Sate Routes to School program, came forward and
explained that funding for this program was set up by the State using traffic infraction monies and that a
portion of it is used to fund the coordinator position, and further stated that the current plan is to look at all
schools and discuss which schools have the most urgent need for safe routes attention and to meet with all
elementary school principals and their surrounding neighborhoods. Specific projects currently include the
Montessori and Kahakai Schools in North Kona, Keaukaha School, and Honoka'a School.
Several Council Members commented separately regarding a brief history of the program, grant writing for
more funds, and integration of trails and paths to schools to be included into the Mass Transit plan.
Pursuant to Section 2-139(a)(3)(A) of the Hawaii County Code, grant awards in excess of $25,000 to
nonprofit organizations shall specifically identify the organization receiving the grant funds and the propose
for which the grant funds shall be used in a resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 510-16, and
recommends its adoption.
