Kenoi, dated March 1, 2016, transmitting for consideration the proposed Operating Budget for the County of Hawai‘i for the Fiscal Year (FY) ending June 30, 2017. This balanced budget includes estimated revenues and appropriations of $462,742,790, and is 5.46 percent larger than last year’s budget. Kenoi, dated March 1, 2016, transmitting the proposed Capital Budget for FY 2016-2017, and the Capital Program for the next six years from FY 2016-17 to 2021-22, which includes 55 projects requiring a total appropriation of $144.8 million. Approximately $85.75 million are intended to be funded in whole or part by bonds, $20.75 million to be funded by the State Revolving Loan Fund or State Capital Improvement Project, $36.32 million to be funded by federal funds, and $1.98 million to be funded by private contributions. Bill 165: AMENDS CHAPTER 2 OF THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED) BY ADDING A NEW ARTICLE TO ESTABLISH A GENERAL EXCISE AND USE TAX SURCHARGE FOR THE COUNTY OF HAWAI‘I Establishes a one-half percent general excise and use tax surcharge to be levied from January 1, 2018, through December 31, 2027, for the purpose of funding operational and capital costs of public transportation systems, including roads and highways, buses, pedestrian and bicycle paths, sidewalks, and compliance with the Americans with Disabilities Act. Page 3 FC-29 May 3, 2016 Bill 181: AMENDS ARTICLE XIII, SECTION 13-4 OF THE HAWAI‘I COUNTY CHARTER (2014), RELATING TO BOARDS AND COMMISSIONS The amendments would apply to boards or commissions established by the Charter, and would: 1) allow council members to appoint members to boards or commissions composed of nine members with district residency requirements if a seat remains vacant for more than 90 days; 2) allow a member appointed for a term of two years or less to be eligible for two additional full terms, and in other cases members would be eligible to serve one additional full term; 3) allow a member, whose term has expired, to serve until a successor is confirmed; and 4) remove language pertaining to political party.
