Re: Capital Budget
The Department of Parks and Recreation is requesting to add an appropriation to Ordinance
15-58,the Capital Budget, for their Waiakea Uka Community Center project. The
Governor has authorized the use of State funds for land acquisition and design for a
Community Center in Waiakea Uka.
Enclosed is a bill for an ordinance to add the project titled "Waiakea Uka Community
Center"and to appropriate$600,000 to the Capital Budget for this project.
The Department of Parks and Recreation is requesting this bill to be waived from the
Finance Committee and be placed on the May 17, 2016 Council Agenda. If there are any
questions, please contact Reid Sewake of the Department of Parks and Recreation at 961-
8560.

A. REQUEST:
An ordinance amending Ordinance 15-58, as amended, The Capital Budget, by adding an appropriation:
Waiakea Uka Community Center- State $600,000
State Grants Receivable $600,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Section 93 of Act 119, SLH 2015 and assignment of delegation State appropriation to the
County of Hawaii, the Governor has authorized the use of State Funds for land acquisition and design for a
Community Center in Waiakea Uka.
The department requests that this bill be waived from Finance Committee and proceed directly for Councils
review to help expedite this project.

RE: Bill No. 207 : AN ORDINANCE AMENDING ORDINANCE NO. 15-58,AS
AMENDED, RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF
FOR THE FISCAL YEAR JULY 1, 2015 TO JUNE 30, 2016.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
